I received a call from this number, they told me I could save on my credit card interest rate. I told them I do not have a credit card, which I do not. I asked what company it was calling. They said "let's play a game." They asked me to spell someone's name and I asked if this were a joke. They said no, and they only way they would tell me what the company name was, was if I spelled "Veronica". I asked to speak to a supervisor. This "supervisor" did the same thing, and I told her I was going to report them. You could hear laughter in the background and they hung up.

"Card Services" Sounds like it could be "Chase Card Services" which handles both Master Card & Visa credit cards. I have dealt with these people. If you have a credit card with them, then they are allowed to call you even though you're on the NO CALL listings for Federal & State. It's possible this is where the calls are coming from. They are on the Eastern portion of U.S. I have "opted out" of sharing information but it appears they ignore people's request for opt out. Your privacy policy they send you each year must state how you can opt out on sharing information.
