sick of getting calls and hung up on

Received call from this number, did not answer. Reverse lookup comes back as Washington, DC, name: "EMER MGMT A FED"--FEMA. However, FEMA does not have any branches in Washington, but their controlling department does: The Department Of Homeland Security. But how and why would they be calling me, I have done nothing. Or does this mean I am one of the Americans being secretly wire-tapped? See below information:
