I agree, but there's not way anyone can do it.  These people are located in India or Pakistan.  The US government won't do anything and the local governments are just the same.  Might get a call blocker.

I received a message left on my phone at 2:30 p.m.

"Thank you.  You received this message and I need you and it pertains to security of records.  This is extremely time sensitive.  My name is agent Carl Cooper from IRS.   The direct line to my division is 202-241-0282.  I repeat 202-241-0282.  If you don't return this call.....If you don't.....The only thing I can do is to wish you good luck.  The situation falls upon you.  Again this message is for you and this is agent Carl Cooper calling you..  Thank you.  God bless you."

This call troubled me and decided to Google the number and it is a land line from Washington. DC.  It looks like this guy use the same name and he has an accent.  I would like to report this, but don't know where to.  If someone know where I can report this.  Please post.

Prank Call
I received the same call from IRS Agent Carl Cooper threatening that I, or my attorney, must return his call to this number or suffer the consequences. Caller ID displayed "unknown name" and "unknown number". I doubt very seriously that the IRS would not put their true name and number on CID. As most of the posts above elude, this must be a scam to either get money or personal information for the purpose of identity theft...or both.

Got that message in Hawaii this morning.  Man with a slight accent....Agent Carl Cooper from the IRS with call back number 202-241-0280.

I called back about 10 times and hung up when a person answered.  Very satisfying to turn the tables.

I couldn't imagine and believe that IRS staff has the time and effort to spend on calling individual taxpayers.
If so they are using our tax money and time!!!!!  Think before yo act.

WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

More information on how to report phishing scams involving the IRS is available on the genuine IRS website, IRS.gov.

His phone number does not appear on the color ID but only unavailable.
He said he is agent from IRS with name Agent Cal Cooper from IRS.
He left a message that we have to call back to number 202-241-0280 in seconds otherwise suffer the consequences.
when we call 6 hours later no answer and no voice mail available.
He threatened that we will suffer with the consequences if we do not call back.
His voice sounds like someone from the area around South Asia , his voice has been saved and if he called and threatening again, we will report to the authorities with the voice recorder.

Let's get this Guy or Guys out of the street.

It's a scam. They go by different names, however they sound similar to each other & are probably the same person. (Or perhaps two.) The IRS does not call on Saturdays, normally leaves an 800# for return call, & does not God Bless anybody. They leave different call-back phone numbers. In six days, we've received 5 calls. Now we let all calls go to answering machine, so we can have a record. Somebody Anybody: how do you stop this stuff?

Like  you we got the same Carl Cooper call this morning, 02/21/2014, identifying himself as from the IRS and wishing us good luck if we did not call back.  When call back was attempted on a land line phone the number was picked up and then immediately hung up.  When called back on a cell phone line it was answered with background sound of many other speakers and the person on the line would not identify themselves in response to inquiry as to whom I was speaking.  The person who took the call merely kept asking for my name but would not identify himself nor his badge number nor his affiliation.

What bothers me is that they got my home phone number which is unlisted. I confirmed like some of you did that the call came from the Washington DC area.

I received two phone calls from 202-241-0280.  Same message:
This is the IRS Agent Carl Cooper you must call me back or your tax attorney at 202-241-0280 AND if you do not call I wish you luck...again the number is 202-241-0280 and God Bless.

First off I don't believe the IRS would contact anyone by phone before making initial contact through the US Mail and secondly what IRS agent would ever say "God Bless"  ?????
