This is some coward hiding behind a magicJack device plugged in at some God-forsaken corner of the world where there is Internet service. He's no better than a common criminal using a magicJack device and your fear the same way a common thief uses a toy pistol hidden in the pocket of his overcoat to make a bulge that looks like a real gun.
You can verify that this is a magicJack number by searching for it at http://www.phonevalidator.com .
This scam has been extensively researched at
http://www.pindropsecurity.com/consumer-fraud ... irs-phone-scam/ and it was found that magicJack numbers are frequently used, and many of the scammers are operating out of India. There is even an audio recording of a call returned to one of these numbers and a written transcript of the recording contained in links from the Pindrop Security blog.
MagicJacks are readily obtainable outside of the United States for about $100 US and can come with up to a year of free calling to the U.S. and Canada. In India, see, for example,

So it doesn't take long to turn a profit, even if only 0.1% of the people they call are stupid enough to believe the scammers.
In addition to the regular reporting channels, e.g., the Department of the Treasury, the FTC, and/or your local state attorney general's office, you might also report the abuse to YMAX Corp. This is a fully-owned subsidiary of the company that sells magicJacks. YMAX Corp. is in charge of assigning telephone numbers to magicJack devices. I have seen reports that they are pretty good at responding to complaints and may be able to permanently shut off a magicJack device, if necessary, so that it can never be used again.

Same issue, fake IRS call. I've gotten several calls from this "Washington D.C." Fake number. Ridiculous. I blocked them.

Yes, I also received numerous automated phone calls with a similar message as stated as above. I called back and Steven Johnson threatened me with house arrest if I interrupted this conversation. Steven Johnson, who has a very thick foreign accent, basically quoted legal mumbo jumbos. I was told that I would either have to go to court or pay an immediate fine with a cash card within 30 minutes or the IRS will show up at my doorstep. Lol. If this is true, I have to apologize to my children in advance for going to jail. We will be blocking this phone number soon.

I have received the exact same call and voice mails a few times. Today I finally called them back and thought the call was legit. Reached their voice mail with some heavy accent. Within minutes, someone from the same number called me back and said I will be behind bar in 30 minutes. Just ridiculous. Ignore them if you got a call like that.

Same number called us with the same message with an indian accent.
"Hello this is John Smith calling you from investigation unit of IRS. The reason of this call is to inform you that IRS has issued an arrest warrant and currently your physical property is under investigation. So to get detailed information about this case call me back on 202-241-1362. I repeat, 202-241-1362. It's very important I hear from you today."

I also got the same message:

We called up IRS ourself (the actual IRS) and was confirmed it was a scam and that my mother was up to date with her taxes.
DON'T PICK UP, DON'T CALL BACK, OR HANG UP.
If they keep bothering you, I suggest you report it to your local PD

Received voice mail from John Schmidt claiming to be with IRS Tax Crime Investigation. Message said warrant was issued for my arrest. I called back and asked for federal employee ID to give to my lawyer. They disconnected the call and now will not answer my calls. The person who answered the call had a heavy foreign accent.
