I had the exact same scenario this morning.  First a call from PCH. The caller identified himself as "Dave" and had a British accent.  It wasn?t a good connection and I couldn?t understand him so I asked him to call again.  Then 5 minutes later "Harold Waters" from the Consumer Protection Agency called.  He said the first caller was a scammer from Jamaica.  Then he told me the entire story that you have repeated here.
I called PCH.  This is a scam.  Beware.  It was very convincing and I am a sceptic soul. But even I was fooled.

I then received a call from a man named Randy Williams. He said he was with Bank of America and that I have won $450,000. He told me that I really have won this money and that I shouldn't pass this up. So, I told him that he needed to call my wife and give her the information on what to do. When she talked to him she asked him if he had internet access. He said yes he did. She told him to go on 800notes.com and enter either his Bank of America phone number or Harold Walter's phone number. She asked him if $4,500.00 (or 1% of the $450,000) was the amount of the 24 hour government bond they wanted. He hung up too....

I also received a phone call on 04/04/2011 from Harold Walters 202-391-0970, stating for me to deposit $800 into a Bank of America account. The Bank of America phone number he gave me was 1-800-571-8263. When I called Harold Walters back to tell him he needed to call my wife to give her the information so she could help me open the Bank of America account, he would call her number & then the call would end when she would answer. Harold Walters called me back to say he had tried calling my wife twice but he couldn't get through, so I told him to try again since she was waiting for his call. He did call my wife again. When she answered his call he said his name was Harold Waters < she asked him his last name again to confirm that he did say Waters. She told him her name and that she is my wife, to which he stated (stuttering) that he wasn't allowed to go through a third party for this transaction. So my wife said, "That's ok because I've already looked up your name and number on the internet and we know that you're a scam artist.... you might want to check 800notes.com for more information." He hung up...

The exact same thing happened to me this morning.  Same guy & phone numbers.  I told him I didn't believe him and that this was a scam.  Voila!  I was correct however, It would have been nice if it was true.

I received the same phone call on 3/25/11. It was all very convincing. He gave the same phone numbers as in the other messages. Instead of calling them, my husband went online and found the other messages. That ended it.

I received this same phone call on 3/24/11.  The caller identified himself as Harold Walters with a badge number of 866 saying he worked for Consumer Protection Agency in Washington, DC. He was calling to inform me I won the second prize in the Publisher's Clearing House sweepstakes of $450,000.  In order to receive the money, I had to call Bank of America at 1-800-571-8263 in New York City and give them a government security code ( which he provided ).  I would have to pay a 1% fee of $4500 to Lloyd's of London to insure and bond the transaction.  He also gave me a phone number of 202-391-0970 to contact him with other questions.  

I spoke with Publisher's Clearing House and this is definitely a scam and fraud situation.  Please be aware !

This guy called saying I had won $450,000.00.  They needed 1% ($4500.00) to insure that I get my money.  It would be a 24hr bond.  Then I would get my money back.  It would be insured through Lloyd's of London and Bank of America.  He also gave me his badge number.  He was from some Consumer Agency group.

some guy called me claiming he was with Publishers clearing House.  he was very very convincing, he said that i had won $450,000.00 and if i wanted to get my money i had to "insure" it with a 1% deposit. of ONLY $4,500.00... when i told him i couldn't he lost all interest in "helping" me get my money back. BE AWARE THESE GUYS ARE VERY GOOD ACTORS, HE GAVE ME HIS"BADGE" NUMBER and had a friend at the ready as his superior officer that i could talk to to verify his story.
