This guy just called me and I couldn't understand anything he said. He couldn't even pronounce "heather." I told him to put me on the do not call list and he told me I'd have to sing a song. I kept repeating myself to put me on the list and he said "I will call you every day at this hour on the hour." I hung up. He immediately called back! I sent it to voicemail. This is ridiculous!

Scammers and spammers are never going to obey the law - the DNC list works only with law-abiding businesses. If your phone has a "block" feature on it, you can block the number. If not, you may want to look at getting a call blocker - there are quite a few for $60 or less.

Like you I have received a few calls from this number and caller id comes up with James Banks...Man with heavy accent stated his name was Eddie and the only thing I understood was Federal Goverment...When I called him out on the name on caller id he hung up...Why does anyone register for No Call List if there is going to be a way for these people to get around the blocks...Getting more and more frustrated everyday

It is. You can't get a grant if you never applied for one. And you never have to pay money to receive a grant either. More info here:
As per the Federal Grants website at http://www.grants.gov
YOU WILL NOT BE CONTACTED BY THE GOVERNMENT TO OFFER YOU A GRANT.
The government does not contact people to offer them money. If you do qualify for a government grant, the government does not request payment for it.
THERE ARE NO FEES ASSOCIATED WITH APPLYING FOR A GOVERNMENT GRANT.
Providing financial information to prove that you qualify for a government grant is typical, but you should never pay money to apply for a grant. People who run scams often claim to provide help and sometimes claim to be "federal government" officials, don't be fooled by these scams that request money from you.
ALL GOVERNMENT GRANTS INVOLVE AN APPLICATION PROCESS
If you have not submitted an application for a government grant and someone claims you have been awarded one, it's a scam. Grant money is not given over the phone for a fee. In order to qualify for a grant you must apply for the specific opportunity that you are qualified to apply for.
GOVERNMENT GRANTS ARE AWARDED FOR EXPLICIT OPPORTUNITIES
Government Grants are typically awarded to states, cities, educational institutions, nonprofits and other organizations to fund research and other projects.
GOVERNMENT GRANT APPLICATIONS AND INFORMATION IS FREE
Be cautious of offers that ask for your personal information (especially financial) when requesting a fee to access grant information. You can always access free information about government grants and other benefits at Grants.gov and Govbenefits.gov
If you get this call, please report it to:

Received a call from this number on my cell phone. Since I have caller ID and couldn't identify who was calling, I didn't answer. I thought if it's important enough, they will leave a message. Did NOT!

received call from this # claiming I am being granted 7,000, and I did not to pay back any of it back. Caller had thick accent and claimed to be the Gov't grants Dept. Human Health Services. Caller knew and verified my name, address, marital status. He asked if I wanted my money sent to my savings acct., through money gram or did I want the money cash. He then asked that i immediately call his supervisor, Liza Ray at 206-866-5749 to continue with the process of obtaining my grant.
