Scam
Long but worth Reading - Received 2 calls from them this morning. After 30 minutes of calling back and getting voice mail and disconnected I finally spoke to Christina who asked me my name. Of course I gave her a fake name and she told me that she has my address and that she issued a warrant for my arrest and the police were on their way to my house to arrest me for not paying taxes which totaled $4999.86. When I begged her not to send the police because I’m in my 70’s and sick and would not survive prison she yelled at me to calm down and not get so excited. She then asked if I had the money in my bank account. When I told her yes she told me to go to the bank and she would stay on the line with me while I got the money and would direct me as to what to do with the money once I got it. I asked her how can I stay on the phone with her if I had to go to the bank to which she replied “Give me your cell number and I’ll call you right back ad stay on the phone with you while you get the money”. When I told her I didn't have a cell she got annoyed and said I can’t help you then. At that point I cursed her out to which she quickly hung up. I cannot believe the police and phone companies allow these numbers to operate after all the complaints that are filed on them. While typing this I've called back numerous times. Twice she picked up the phone without saying “this is Christina with the IRS” and started with a barrage of curses telling me what I should do to my mother. Finally a guy answered and said it was Office John of the IRS. When I said “I want to talk to Christina cause she just tried to scam me out of 5 grand” he got defensive and yelled “Hold on Hold On Hold On” and pressed a couple of buttons on the keypad and then held his hand over the received and hung up. After more calls another guy finally answered with an Indian accent saying he was Officer Kevin with the IRS. When I again asked for Christina and told him she tried to scam me he said hold on and, to my surprise, she actually got on the phone and asked me for my name. When I gave her my fake name she said I remember you, I’m in front of your house. I told her she should come in and do to me some of the things she told me I did to my mother this morning and the guy yelled at me “Don’t get smart” and hung up. I intend to call this 202-506-8602 number numerous times a day, every day so they cannot use this number to try to scam others.

Got this call. Instantly suspected a scam. Many years ago, in error, we didn't file part of our wages earned at a temporary part-time job on our taxes. Trust me, the IRS mails documents - very official documents - and you know it's them. They don't leave recorded, cheesy messages. Ignore the heck out of this and go on with your day.

You already should know by now that your caller is nothing but a foreign extortionist scammer.  Block the number and don't worry about it.

Received a call from 202 506 8602 also from "Federal Government, IRS".  Could not understand the woman's name as  she talked too fast with a foreign accent. She said that I paid taxes but were not enough and that the notice delivered to my house was not left because nobody was home to sign a very sensitive letter.  She went on and threatened that if the issue is not resolved immediately, the moment the issue reaches the court, I will lose all my possessions, house(s) and everything in my name.  When I told her I will refer this to my lawyer, she hanged up.

Read what Alfalfa posted above - this is a well known scam.  Just because someone has your information, does not make them legitimate.  What you need to do is block their number.  If you owed the IRS back taxes, penalties, etc, they would MAIL you a letter - not call you on the phone.

WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

More information on how to report phishing scams involving the IRS is available on the genuine IRS website, IRS.gov.

I received several calls from these folks.  I ignored them then got tired of the calls.  They were calling on my cell phone at night, mornings and on weekends.  I finally called them back immediately after receiving a call which they picked up immediately. I couldn't understand anything the female said but I told her she wasn't the IRS and she rudely told me, " Don't call here anymore".  and hung up.  Of course I tried to call them back to get more information to report them but they wouldn't pick up.

The only problem with this is that almost all of these callers are in India on foreign soil. :(

Report the Calls to the real IRS here:
?report the incident to the Treasury Inspector General for Tax Administration at 800-366-4484.
?You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.

I just received an automated voice message from "Heather gray" as well.
Message: "I am officer Heather Gray from internal revenue services. The Hotline to my division is 202-506-8602 (repeats number). Do not disregard this message and do return the call before we take any legal allegation against you. Good-bye and take care." So first off, it was automated. (red flag anyone?) and like previously stated in another comment, Heather Gray is a colour. (strike 2) and also previously stated, this is harassment and the IRS would send a form/letter through mail which I have not received. (Strike 3, you're out!) so I now have blocked this number which if anyone has an Iphone/droid I would advise them to do so immediately. This is the second time something like this has happened this year. A few months back the "FBI" came knocking at my door. They presented no badges or identification. They told me they knew I was downloading illegally off the internet which I had not done, and "Fined" me $500. But, they tried to put the fear of God into me when showing me a picture of my living room. As soon as they left I called 911 so they could investigate what the hell was going on. They told me there were no such agents by the names they gave and to be aware and call 911 if they return. It turns out they some how hacked in to my husbands xbox one camera and snapped a picture. Please be aware that this is very possible and put a piece of paper tape over the lens, throw a towel over it, or face it to the wall when not in use. I know this is off the IRS scam topic but it falls under the same category and wanted to warn anyone who has this device. (I would strongly advise you do this with any web cam. Even the ones attached to your laptops, close it wen not in use!!!) Thank God for forums like these!!

Here's how:

This is some coward hiding behind a magicJack device plugged in at some God-forsaken corner of the world where there is Internet service.  He's no better than a common criminal using a magicJack device and your fear the same way a common thief uses a toy pistol hidden in the pocket of his overcoat to make a bulge that looks like a real gun.

You can verify that this is a magicJack number by searching for it at http://www.phonevalidator.com .

This scam has been extensively researched at
http://www.pindropsecurity.com/consumer-fraud ... irs-phone-scam/ and it was found that magicJack numbers are frequently used, and many of the scammers are operating out of India.  There is even an audio recording of a call returned to one of these numbers and a written transcript of the recording contained in links from the Pindrop Security blog.

MagicJacks are readily obtainable outside of the United States for about $100 US and can come with up to a year of free calling to the U.S. and Canada.  In India, see, for example,
http://magicjack.in .
So it doesn't take long to turn a profit, even if only 0.1% of the people they call are stupid enough to believe the scammers.

In addition to the regular reporting channels, e.g., the Department of the Treasury, the FTC, and/or your local state attorney general's office, you might also report the abuse to YMAX Corp.  This is a fully-owned subsidiary of the company that sells magicJacks.  YMAX Corp. is in charge of assigning telephone numbers to magicJack devices.  I have seen reports that they are pretty good at responding to complaints and may be able to permanently shut off a magicJack device, if necessary, so that it can never be used again.

The YMAX Corp. main web page is at:
http://www.ymaxcorp.com
and their site giving information on how to lodge a complaint is at:
http://www.ymaxcorp.com/contact.html

Note that the "contact" website gives a clickable link to a "live chat" where you can make your complaint.

Thank you, everyone, for these messages. I just received an almost inaudible, garbled recorded message, saying it's the IRS and to call back 202-506-8602 or have my lawyer call because of serious allegations against me. I knew it wasn't the IRS calling with a bad recording, but am happy to see the posts here about how/where to report it.

Your very welcome! And most of these callers are not in the US. Your best bet is to not answer, don't talks to them, don't call them back. Consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.
