I received a call today from "Mark Victor" although it sounded more like "Moorrthk Weetoohhrr."  I must have said, five times, "Huh?  Who?"  He told me my husband has "...past deficiencies and is under investigation for under-filing on taxes." He also told me that my husband's Case I.D. # is UK8401GH520 and he should state that I.D.# when he calls his personal investigation officer named "David Cooper." (By now I was wondering why the IRS would hire a guy with such bad diction, because, again, I had to have "Mark" spell the name "David", like, twice:)  When I called the number back--more for laughs than anything else--the person who picked up replied, "I.R.S. Headquarters, this is David Cooper."  At least I did, indeed, get my laughs.  But this is nerve-wracking, for who knows HOW they got our names and other personal information?!  This guy told me we needed to "call back right away, and that this is a very serious matter."  SOME poor souls will fall for this--I want these crooks to be caught!

Basically as every body else here.  Speaker (very strong India or Pakistan accent) represented himself as working for the IRS.  Gave me a case No. UK8401GH520.  Said if I didn't call the telephone No. (202) 506 9240 and speak with Mark Victor He would turn paperwork over to local Sheriffs Department for prosecution and I would be in jail within the next two hours (approximately  9 hrs ago).  Said documents were attempted to be delivered on two occasions and this is their (IRS) last attempt to get my cooperation.  They asked if I had a lawyer they could fax paperwork too, and if I didn't I'd better get one quick.  My mistake was treating them as if they might be the IRS and then trying to sort out the information they were working from.  In my stupidity I corrected the name by removing a middle initial, and then then the address from "street" to "court".  But my biggest mistake was supplying my father's first name, something I have on many occasions lectured my wife and children not too!  I must admit, I was caught up in the "moment" and let my guard down.  As we continued to talk I became more and more suspicious and did ask for the callers name which he quickly offered as David Copper.   When he was finished with me he hung up with "god bless you" and something like "protect you in jail"!  Very very worked up I called the number given and reached a "crappy" recording saying it was the IRS and I should leave a message where upon I left the "case No. I was given"  with no further information except that they now have a return call confirming my telephone number!  Dam am I stupid or what?  Now I have been researching "IRS fraud" and am convinced I am treating this correctly as some sort of telephone fraud. I hope my reply helps someone relax and breath easier that has had a similar experience.

I got the same msg, same number and same persons name, listed below. freaked me out, few minutes into the call I realised that its a scam bc he told me I need to wire money to him right away, he gave me an hour and said if I dont, I will be arrested. After I told him I think its fraud and I will report you he hung up the phone on me but not before telling me that police will be arresting me soon. During the conversation, Dont fall for this crap,, its a scam

I am not done with these f****rs!! trust me i will keep on calling  and harassing them, and will be reaching out to the district attorney now, and channel 7 & 12. They messed with the wrong family this time!!!

WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

Heavy Indian Accent gave name of James Parker.  I asked for badge number to confirm if legit gave me JP8526914 but I have nothing to check it against.  Reported it today - no idea if legit but I do not owe anything paid my taxes on time in full and have received no letter by mail assuming a fraud

got the exact same message (May 30 2014) from David Banner asking for the completely wrong name! Sounded weird/scary/serious, so I called the number back. When I wasn't willing to give out information, David Banner with an extremely heavy accent, told me he was dispatching the police to my house bc I was being uncompliant and harassing them. They had an address (not mine) that they spouted out saying the were sending police there! Does anyone know how to report this number and scam to someone?

I received a call from a man with strong Indian accent claiming his name is David Banner with IRS.  He said IRS audited my income tax filing from 2008 to 21012 and found I intentionally cheated Federal Government $3681.59 of tax.  IRS decided I violated federal code xxxx and sent me to Federal Court with case number UK8401GH520.  He said my asset, including bank account, payroll and retirement fund, will be frozen by Court immediately after this phone call.  He asked me if I want to go to the court.  I told him I was unemployed from 2008 to 2011 with no income but unemployment benefit, always filed income tax to IRS properly, and I am going to court to fight my case.  He then asked if I have a lawyer to represent me in court?  I said no.  He threatened me and said you will need seven to eight thousand dollars of cash to go to the court or you will be in the jail.  I told him that I will take care of it when I received court paper.  He said Federal government record shows court paper was delivered to my address twice in last 6 months with no response.  He threatened again and said IRS and court decided that you have criminal intention and will suspend your travel document and inform your local law enforcement agencies.  I told him I am a retired person and have plenty of time to fight the case in court.  He reminded me that asset will be frozen and arrest warrant will be issued after the phone call.  I told him I will wait for court paper.  He hang up the phone and ended the conversation.

I too received a message on my machine just today. They were looking for a person that did not reside at my address! They must have got the names mixed up on the sheets... (that was the 1st sign). I listened to the message anyway. The connection was absolutely terrible (2st sign); and like many others, I could make out an Asian (East Indian) accent from a "Rep." named Bruce Banner (3rd sign & 4th sign... seriously, Bruce Banner? How dumb can they be?). I called back for laughs and giggles and left a message telling Bruce Banner to get angry and come as the Hulk.

Anyway, The truth is the IRS usually first contacts people by mail ? not by phone ? about unpaid taxes. And the IRS won?t ask for payment using a pre-paid debit card or wire transfer. The IRS also won?t ask for a credit card number over the phone.

If someone unexpectedly calls claiming to be from the IRS and uses threatening language if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.

The callers who commit this fraud often:

Use common names and fake IRS badge numbers.
Know the last four digits of the victim?s Social Security Number.
Make caller ID information appear as if the IRS is calling.
Send bogus IRS e-mails to support their scam.
Call a second time claiming to be the police or department of motor vehicles, and the caller ID again supports their claim.

If you get a call from someone claiming to be with the IRS asking for a payment, here?s what to do:
1) Take down their name and Badge Number
2) Call the real IRS @ 1-800-829-1040 and ask if there is an issue on your account (if you give them the name and badge number of the person who called you, they will be able to confirm whether or not the call was legit).

TIGTA and the IRS encourage taxpayers to be alert for phone and e-mail scams that use the IRS name. The IRS will never request personal or financial information by e-mail, texting or any social media. You should forward scam e-mails to phishing@irs.gov. Don?t open any attachments or click on any links in those e-mails.

Remember, regardless of whether it's the IRS, the Credit Card Company, or your Bank, NEVER PROVIDE THEM WITH ANY INFORMATION (THIS INCLUDES VERIFYING INFORMATION THEY MAY ALREADY HAVE ON YOU). Just politely interrupt them, take down their name and Badge number and a brief description of what the issue is, AND END THE CALL. Call your Bank, or the number on the back of your credit card, or the IRS (in this case), and ASK if there is any issue with your account. If there is an issue, the Rep. you called will be able to assist you. If there is no issue, ask the Rep to provide you with information on how to report an incident of fraud.

Total scam. Received an initial call from the IRS. Claim that I owed taxes due to tax fraud. Do not give out any information whatsoever. Was asked to call a gentleman named Mark Victor with the number 202-506-9240 to discuss details. Threatened to have sheriff come to my house and arrest me if I did not resolve issue quickly. Both calls were made by people with very heavy Indian accents. May 21, 2014.

Just got a message on our machine from someone saying they were from the IRS.  I could barely understand the message due to the think Indian accent, but rather than call back, I checked the number only to find similar posts like mine.  We use a CPA and I doubt that there are any errors with our account.  Hopefully these people will get caught soon!

Today (May 15,2014), someone by the name of David Banner with an Indian accent and claiming to be from IRS left a message for my wife on our answering machine from (202)506-9240 phone number in Washington D.C., that my wife had been investigated by IRS from tax fraud and that we had not responded to two earlier IRS correspondents. I was shocked to say the least. I called the number back and another Indian accent guy by the name of Jason who claimed to be from IRS told me about the tax fraud related to my wife's tax return. Since the guy was only emphasizing on my wife, I suspected if the claim was genuine since my wife and I prepare our tax return as married, filling joint. The guy threatened with lien on our property and jail time of up to 5 years. When I asked him to send me a document explaining the case, he said that the time had run out and I had only two days to take care of the case. He was claiming that my wife owed IRS a sum of $4,631.85! BTW, the guy also gave me a phony Case # (UK852091). This was a terrifying experience that I ever had encountered. I remember several years ago, there was a missing information in our return for which, IRS contacted us through mail with a clear explanation of the reason. After providing the missing information, the case was closed. I hope our government will track these scam groups down and brings them to justice so that law obeying people like us are not harassed by these scam bags.

Received a similar message today on the answering machine at home. It freaked out my wife and she called me frantically! The message said you are delinquent on your taxes and legal charges will be taken against you. And must call 202-506-9240 ASAP!
I just called and there was an answering machine saying: You have reached the head quarters of IRS. Leave a message and we will respond to you promptly! :-)
I left a message: " You are full of S&*T".

I am sure if they get a hold of you, the first thing they'll ask is your SSN! Be aware and do not give out your personal info.
