LOL, got the automated phone message from "Heather Grey", an "attorney with the IRS who insisted I call her back, "don't disregard this call or we will take legal action" at (202)506-9319. I did a 10 second google search to discover she and Alex Cooper must be in cahoots. Thanks, internet friends!

No it isn't. It's a total scam. IRS does not initiate contacts with calls. They use US mail only.

Is this really the IRS calling
TaxPayer 2014-05-30 14:37:02 Unknown
Definitely same phone number that we are all tagging. Name was too garbled to tell if she was identifying herself as Heather Gray, but the exact message lacks the correct linguistics, so it could be an attempted translation...hard to tell for sure. However, not hard to distinguish it as a FRAUD. My guess is that if you actually answer this call you get a live person trying to act the part and talk you into sending money, that is why there is no connection when you call the number back.
Sue 2014-05-29 04:52:31 Unknown
I got this call on a legal Holiday--Memorial Day. I have also received the same call from number 202-506-9230.
I actually called the number back on a blocked line. An Indian man picked up and Said "IRS, this is Jack". You can tell he was not familiar with The Internal Revenue Service.
ryoung 2014-05-29 00:20:30 Unknown
Yup, been getting this same call from a "Kevin Anderson" who speaks with a Pakistani or Indian accent.....didn't know that an American named person could have such a poor accent. Told me to stop interrupting and to "shut your mouth". I asked for his supervisor, but he wouldn't give it. So, I told him that he can't talk to me like that and I hung up. I sent an email to the IRS, but still waiting for a response. Then, I called 202-506-9300.....maybe the general number for the IRS and another person, wrong, it was for the headquarters for Publishers Clearinghouse!!! In the back of my mind, I figured that if there was an tax issue, the IRS would have sent a letter, and not given me my refund. Plus I used my home phone on my tax forms.

IRS Telephone scammer. Robocall left message to call back.
tax paying citizen 2014-05-28 19:53:45 Unknown
I received an automated voice message saying that it is the IRS and to not ignore this call and to call back before legal action will be taken against me. I called back and a man answered. Bottom line, he said that the IRS is filing a lawsuit against me because I filed my taxes incorrectly and that I owe roughly $4000 in back taxes. He continually threatened me that the sheriff's office will come and arrest me. He told me if I had the intention to pay my back taxes, he will talk to his superior. Again, if not, then I would be arrested within 30 minutes. I told him I will look into this and call him back. He says I will be arrested in 30 minutes. I told him I'd call him back in 10 and hung up. I did a simple search of the phone number and found this site.

It's a scam.
WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.
Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.
?This scam has hit taxpayers in nearly every state in the country. We want to educate taxpayers so they can help protect themselves. Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov. Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information. This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail tophishing@irs.gov.
More information on how to report phishing scams involving the IRS is available on the genuine IRS website, IRS.gov.

"Call this number to avoid any legal measures against you." Implies it is in reference to IRS taxes.
Frank B. 2014-05-26 17:57:53 Unknown
Totally a scam. I received this message today.
1. IRS wouldn't call on Memorial Day
2. IRS always initiates contact by mail - never by phone or email. Unless you've ignored their many USPO letters, then they just might come knocking at the door, especially if concerning sizable $$ amounts.
3. IRS, intiating contact by USPO mail, always spells out the reason to contact, gives toll free numbers and division numbers and after contact is made, the IRS personnel always states their name and employee number at the onset.
4. In summation..IRS NEVER intiates contact by telephone or email, ALWAYS by USPO snail maii.

Just got home from work and had this message waiting for me. Same recorded garbled message with call or face legal action. Seemed fishy, since there has been no mail from IRS, or any prior contact. Called back and no answer, and no recorded message stating hours of operation as is usual for gov't agencies.
Scam.
