That number is a mask for the Library of Congress. It's not a specific cell number for an individual and BTW there is no "Tim Boone" listed in their phone book.

i have no business with this number so i have no business with the person making the call.
I have caller id so I just let it go. it does not go to voicemail.
clearly there is some reason to call or there might be SOME way to make money off me, but i'm not sure what it is.

I can confirm that this is an LOC switchboard number. It could be any number of people who called you if this number shows up. They are calling from their direct line (which if they need you to call them back they will probably leave as a voicemail) but this is one of the options of what shows up in a caller ID when they call you. The copyright office is part of the LOC, so if you have recently submitted a copyright application either online or via a paper application, you should pick up this number because they are more than likely calling you to discuss a problem with your claim that could be rectified much easier over the phone versus an email. If you have submitted a copyright application but do not feel comfortable picking up the phone from this number then I would suggest you go check whichever email address you included on your application (including the spam folder which their emails sometimes get filtered by) because you more than likely need to make a change on your application.
Both the names Timothy Boone and Michael (Mickey) Goldstein represent employees of the Library of Congress (they both are in the email directory). Mr Goldstein is a copyright examiner. The office has fallen behind in the past few years and in some rare cases has been corresponding on cases that came in up to 3-4 years ago. They will try the number on the application realizing that it has probably been changed considering the elapsed time since the application was submitted; thus they typically will not leave a voicemail and rather move on to sending an email to the email address included on the application.
Bottom line, if you've submitted a copyright application in the past several years, chances are that is what the call is concerning. If not, then it may be some other area of the LOC. Another such generic number like this for the copyright office is 202-707-5000. This too is a switchboard number that shows up even though someone is calling you from the direct line at their desk.

Received this call from the Lib of Congress today for the first time. We do not work for the LOC and this number is one that we have had only since May 10. We get many weird calls even from Block Anonymous that we have no way of confirming. As we do not answer unknown calls the only loss or troubling factor is the loss of sleep and the stress of these calls coming in several times per day. As we are retired, this can be very frustrating. The only comfort is "not to answer at all" . The caller ID is such a wonderful invention and intervention.

I received a call from this number, and it actually was from a woman at the Library of Congress. As it happens, I was expecting a call from her (she's with their LCN Help Desk and I had sent an email request for assistance with part of their website).
She left a voicemail, as like many of you I generally don't answer calls from numbers I don't recognize. In the voicemail, she left a good number for a return call. I called her back at the number she left in the voicemail, and we hooked up just fine. The original call to me was completely legitimate
I suspect that the 202 521-0013 number is a generic Caller-ID identifier phone number (might actually have been a receptionist's phone before layoffs killed that position) that hasn't been updated.
As to why people who _aren't_ working with the LoC are getting calls, I don't know why the LoC might be calling you. They aren't collecting debts or telemarketing, so far as I know.

C from July 31 has got it right. It is an outgoing call line from Legislative Branch agencies. The call itself could be originating from, literally, hundreds of actual numbers.
