This company is aweful......called my office with saying if I did not return a call ASAP...That had to file a document in the county court in which I reside in if I did not response to their demands of returning a call.....I admit I had a old JCP account that defaulted due to the high interest rates...but this account was over 4 years ago....Never got any statement from FOUR STAR stating any collection process just a phone call as they were presenting themselves as a attorney ready to file legal document in my county court..Per Lisa Williams and another female who answers their phones VERY RUDE and never stating which company when answering,they just want your acct#....

Not aware of this of this company and being terrified that I would be sued and served papers at my employer,I agreed to their amounts that they demanded to pay each month in the amount of $158(and they would not take a penny less)....I released my address to this company,received a statement with payments listed and the balance due per FOUR STAR....BALANCE DUE:$1863.32...I have paid a total of 1055.11 to FOUR STAR....Now they say that the account will be paid in full if I agree to pay $380.90 to settle the account. I also spoke with a Inspector Hunter as he stated  just to call him,had stated in our last conversation that JCP has already received their money and that they persuing me on behalf of GE MONEY..I will be filing a complaint with the FTC...As I have viewed that staue of limitations in Fl.and it is 4 yrs for a credit card debt and I will not pay another penny to this COMPANY!!!

Yes received numerous calls from a old JCP account threating court proceedings,they even contacted me at my job stating court action if I did not return their call..I have paid over $850 and agreed to pay addtional $454.00 so they would stop calling and harassing me on my cell and at my job..they are very rude and nasty and I had no idea they were not in the USA!!

After many phone calls with these very rude people, I finally got them to email a letter to me and it had the address you stated but with the phone number of 202-644-9115 and a fax number of 888-263-3519. They also told me that a suit had been filed so I called the courthouse and no such thing had been done.  When I questioned these people about the ?docket number? they gave me they said it was just actually a file number they use in their office. They didn?t even say the ?county? I live in correctly.  I?m so frustrated with these people. They told me it was from a credit card account from many years ago that I have no idea existed.  I have an account with this place, a credit card that I consistently pay on.  If I have a debt ? I want to pay it.  But these people just seemed sketchy from the beginning.

I received a call yesterday from the same # 202-644-9115. Weird thing is they said I owed a Payday loan and opened it in Sept 2011. I knew for sure I didn't at that time for sure. The strange thing which blew me out of the water was , they knew my e-mail address and said I have put down 2 ref. Once they said who the references were I def. knew something wasn't right. It was my x husband and his brother..Well, I have to laugh cause my x would hang me so I knew immed. this doesn't sound right at all. Only thing is how do they know my e-maill add and the 2 references??? They said if I don't pay back the loan they are submitting my debt to my County Court having my paycheck garnished, and they knew what type and yr my car is said they are putting a lein on my car. How would they know that info? Of course they succeeded in scaring the hell out of me and this guy got on the phone started screaming at me and hung up. I called back and had a few words for him. ..lol.. So, what's the deal with them knowing the above info on me if this is a scam? Confused...someone please help me

I got a letter from Four Star Capital Services that says they are in Ontario. I blocked my number when I called them. THe letter came from Larry Mitchell then when I called Mrs. Roberts answered..didn't even say the name of the company. She said that I took out a loan from Key bank in 2006 in Oregon ( I didn't live in Oregon at that time) then she said it was in Utah ( I didn't live in Utah at that time) she had my SS # and Birthdate. The letter states the Client Name is Cash Central for $589.00 then Mrs. Roberts said if I paid them $2000. something dollars right now it would be stopped. I told her that I don't live in OR any more. SHe said she will forward the paperwork to Oregon and I will be served in 48 hours. If I am not served and I don't respond in 48 hours then there will be a warrant out for my arrest. Then when I asked for her name she said it was Erica and I asked for the name of the company again she said Profile Management. I called Canada and he said this company is NOT registered in Canada..and the number on the letter is a Washington D.C. number.
This company is a FRAUD!! ANd there have been MANY complaints about it with the BBB

Received a bill from Four Star Capital Services in Mississauga ON with a phone number of 202-644-9115 tried to call and there was no answer.

Actually used my area code and left message to call 2026449115. Will file a claim with my county.

Received several calls from this #. Just got off the phone with Robert Mann from this #. Hung up on him as he was calling me filth for stopping payment to them. He was also screaming at me "where is his money!" I tried to explain to him that I want to receive something in writing with the original debt listed, so that I can investigate it. One of the debts they say I have is thru a bank that I've never had an account with! I have a right to know where my $$ are going. He gave me an address for this #: 4 Robert Speck Pkwy; Mississauga, On., L4Z1S1 and a fax no: 347-321-6747. I will send a request letter for a validation of debt. I have no problem paying if in fact these are my debts; I just want to make sure that they are mine! I've never had a debt collector call me names before.

got a call from Brian Winters also it was recording never said my name... this is a scam cause they called my work number and said they were going to file a complaint... ok i guess...lol :)

Caller (sounded like a recording) indicated it was a civil complaint for which I only had 48 hours to respond to or it would be "filed" as a non-responder?! That I should provide a claim number 222027 when I called 202-644-9115.
Very little information was provided, other than stated above. I almost called back and decided to check on-line for what I might find on the number - thank GOODNESS! I believe these scammers know that we will assume and fill in gaps about the nature of the call and respond to it. Once we do -we are victimized with their scam or attempt to scam! (I live near a port, so I began to think that the civil complaint may be regarding the noise pollution we have been dealing with in our community! completely irrelevant to the call!)
I labeled the call type "unknown" because it was not otherwise known except after I researched the phone number online! I hope this is helpful to others and appreciate the messages that definitely HELPED ME!

unsolicit letter requesting money for belk account

I called earlier to get some mailing information to send them a request of validation letter.  The guy tried every way to get my info from me. He wanted a case #, my phone #, my address..I refused all information. I explained to him that I just wanted the address to send a validation request letter to them. He starts lecturing me about bankruptcy and paying an expensive lawyer etc. I again told him that I just needed the address at which point he replys..well why cant he just fax the letter..I said no we are sending it certified mail..he still refused to give me the address and became rude. I just hung up.  The address I found for this company is

The only way to beat them is in court. Once the judgement is served there job is done. If they continue to contact you, they're not a legitimate law office. It's a bill collector claiming to be lawyers. Been there... Done that"

This company called me about 2 months ago, and at that time it was the same as Will's post on 1/3/13.  Something vague abouta civil lawsuit in my district, and if they don't hear from me in 3 days, they will proceed.  It was from "Brian Winters" and it sounded like a recording.  It didn't address me by name.

THIS time, I got a call at 9am yesterday.  It sounded like a live person leaving a message for someone else, a person this collection agency, Portfolio Recovery, has been looking for for years now.    He said to call this toll-free number, leaving a "file no" to refer to, and he said he'd like a call back.  He sounded weary, like he's tired of calling my number.  THEN STOP CALLING.

Since the Caller ID and number are the same as the last time, but with a different kind of message, it's obviously some kind of scam.  I strongly suspect it's Portfolio Recovery, as they have been calling me for 2 years, looking for this other person.  Probably just another of dozens of phone numbers and "ID's" they use...


I never answer these calls, and I will keep not answering them.

I knew no one in Wash D.C. would care what I have to say about anything, so it's not coming from there for sure.

Do not call this number again!!!   I do not have a clue why they are calling, called this morning and kept calling until I turned my phone off.  Would not tell me why they are calling!!!  I do not have creditors calling me so it can't be for me.

A "Lisa Thompson" from "4-Star Capital Service" threaten to call the county court house if her call was not returned.  She said she was a case processor hired to do a background investigation/asset retention report.  I believe this is a scam.

They have called and called and called. Mr. William Frye leaves a message stating that his firm represents 4 Star Capital regarding a debt and that they will be filing in small claims court in my county. then he says to call a number and that we could work out a deal.  He never says what company he is with, so I called the number back, lady answers and does not say the company name, just asked for ext. I act like Im a lawyer calling regarding a client and asked what company they are.  She tells me 4 Star Capital, I ask if they are a debt collector and she says yes. OK, then I tell her that a collector has called posing as a lawyer from a firm and threatened with a lawsuit. She starts trying to talk over me asking for a reference # . I tell her that is illegal and harassment. She starts yelling at me telling me that she didnt need me to tell her the law. I said but its harassment and she screams at me to shut up and hung up on me..wow..

Companies have 1 year in Florida to get you to court in order to get a judgement against you.  If they can't find you to serve you papers for appearance in court the company owed the money is allowed to write it off.  Collectors buy the bad debt for 20 cents on the dollar and try to collect from the persns who did not pay the debt.  The collection company is not the the company who you owed the money to.  They can also write off the bad debt after a year of trying to track the person down..  They sell the debt for 10 cents on the dollar and the poor smuck taxpayer like me get screwed..   over and over for the same debt.

This company is fraudulant! Do not do business with them. Ask them for their bar number and they will hang up immediately.

Ok so I called all ready to confront them, but it sounds like a legit debt I have from like 6 years ago. I want to pay it off to get this dealt with, but how do I know it will get paid off? Any legit experiences with this company??

They are a pathetic BS collection agency trying to use threats to collect a debt.  They have no authority to serve you with anything and are hoping to scare you into falling for their illegal tactics.

Don't answer when they call and if you do, tell them to kiss your a** and hang up on them.

I have received a call from them & had them send me a letter on the matter....the return address was for Canada!!

Got a call from them today. Will not be returning their call. Bottom line: if there's legal action pending I'll get served with papers. Until then, I'm not worried about it.

This scam operation must be ramping up as we speak, if the dates on these posts are any kind of reflection. I've been getting calls for weeks now from a variety of numbers in the 202 area code. I know no one in DC, and I'm in California so I figured it was just a sales call or something. They are very persistent and have never left a message. I'm generally in a place where I can't answer the call anyway. Today, I finally answered. They quickly hung up the phone as soon as I did. CREEPY! So, my guess is that they are fishing for live lines first? Don't know, but thanks everyone for your contributions to this list, very helpful.

They are threatening with " papers on their desk" to file thru the county I live in. I told them to stop and this guy kept calling my back to argue saying they bought this dept from some place.

I have the same thing going on except they are leaving me voicemails saying that they filed a claim in my county regarding a debt and that I could still call them to resolve the issue. The mans name is William Frye and he left a message wanting to speak to me or my attorney. I actually called to see if someone had filed anything against me at my local courthouse and they had nothing.  These people have called and called and called. I have no clue what debt they referring too..hope its not identity theft, guess its time for a credit report :(
