If you owed money to the IRS - penalties, back taxes, taxes - you would receive a LETTER - NOT a phone call.  More info here:

WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail tophishing@irs.gov.

More information on how to report phishing scams involving the IRS is available on the genuine IRS website, IRS.gov.

Incoming call from 800-829-1040 today March 12th 2014: message on answering machine asked to call back immediately before any action would be taken, number provided was 202 808 3680. ended call with "have a blessed day".

so I called the 202 number within a few minutes of receiving the call, Kevin Jones answered and asked for name and telephone number. I gave him the number they called and he confirmed my name. He then proceeded to ask for the last 4 of my SSN stating he wanted to be certain he was relaying IRS information to the correct individual. I hesitated and stated I wasn't sure if i should give out this information. Kevin Jones then asked me to call 800-829-1040 to confirm and ask for further details.

The interesting part is that this is 800-829-1040 number can be found on the IRS.gov website but when I call, I can only interact with the IVR system and it gives me no option to speak with a live agent to clarify if the call was genuine.

anyone do anything about this?

Caller from 202-650-5457 called for my daughter and said that he was from the IRS; when I asked what this was about he said that if I wanted to be involved I could get arrested as well.  He told me his name was Kevin Jones but told my dtr that his name was John McKenzie. This is a scam and we need to do something about it. ALL THIS HAPPENED 15 MINS AGO.

I also received a threatening call from this # 2026505457 and they did the same thing to me and read  to
me my crimes and said that police will be on their way and that my citizenship will be revoked and I will be deported and my house will be confiscated.
For a person with a weak heart it would be enough to give a heart attack or serious health consequences and I am amazed that with all this information on internet about this number they are still answering the phone.
This need to to be reported to the proper authorities.
Thanks to you all for putting up this information

I received a call about 2 hrs ago.  Message from IRS asking to call back urgently.  I called back 2026505457.  Officer 22644.  I am so much in shock that the name has slipped my mind.  He was very rude and threatened me to stop interrupting him or else the police would be at my door within 45 min.  He read a list of things I was being charged for.  At one point he said that I would go to jail for 7 years. Then he said that my family would be deported first thing in the morning.  I am a born citizen!!!  He talked down to me and told me that I was being recorded by IrS and immigration.  When he heard my husband in the background he hung up.  I was very reluctant for my husband to call back because I was just in shock and wanted to contact my CPA first.  But my husband called anyway and asked him " how dare he talk to me like that" and not to ever call again, the man started cursing and using horrible language.  Since he hung up on my husband, we have been calling and the number is busy.  We are great humans and citizens of this country.  We don't deserve such harassment.  Something needs to be done to put an end to this.  I am wondering if I should make a police report?!

Caller from 202-650-5457 claimed to be IRS, provided name as Kevin Jones. Use scare tactics such as there is a criminal investigation against me, but did not give much details, and wanted to get $1700 as Offer-in-compromise. He said that the cops are on way to get me arrested. THIS IS A SCAM, PLEASE DO NOT FALL FOR IT.
