He wasn't.  It's a scam.  You NEVER have to pay for a grant.  And you NEVER "win" a grant if you never applied either.

As per the Federal Grants website at http://www.grants.gov

YOU WILL NOT BE CONTACTED BY THE GOVERNMENT TO OFFER YOU A GRANT.
The government does not contact people to offer them money. If you do qualify for a government grant, the government does not request payment for it.

THERE ARE NO FEES ASSOCIATED WITH APPLYING FOR A GOVERNMENT GRANT.
Providing financial information to prove that you qualify for a government grant is typical, but you should never pay money to apply for a grant. People who run scams often claim to provide help and sometimes claim to be "federal government" officials, don't be fooled by these scams that request money from you.

ALL GOVERNMENT GRANTS INVOLVE AN APPLICATION PROCESS
If you have not submitted an application for a government grant and someone claims you have been awarded one, it's a scam. Grant money is not given over the phone for a fee. In order to qualify for a grant you must apply for the specific opportunity that you are qualified to apply for.

GOVERNMENT GRANTS ARE AWARDED FOR EXPLICIT OPPORTUNITIES
Government Grants are typically awarded to states, cities, educational institutions, nonprofits and other organizations to fund research and other projects.

GOVERNMENT GRANT APPLICATIONS AND INFORMATION IS FREE
Be cautious of offers that ask for your personal information (especially financial) when requesting a fee to access grant information. You can always access free information about government grants and other benefits at Grants.gov and Govbenefits.gov

If you get this call, please report it to:

I kept getting missed calls from these people and today I finally was able to answer and it was some Middle East guy saying I was a winner along with 1500 other people to get 8500 dollars and he needed my bank info to put the money in my account I told him that it was the biggest scam I've ever heard of and that I wasn't giving him any info so he can put probably stolen money in my account or rob me blind. Then I told him I wasn't interested and he hung up lol

Answered once, Indian sounding telemarketer - lots of other calls & chatting in the background.
Started asking questions and I asked, "What is this call for, what company are you with?"  Got no good answers and could barely understand the guy so I told him that and hung up.  Second time I just said "Take me off of your list and don't call me."  Now I have been getting about 2 calls/day on my cell for a week and they just hang up as soon as I answer.  Also as another victim mentioned, when I call the number the message is "All circuits are busy."

I received a call from the 202-666-60-600 and the guy said I won some grant money. He asked me if I wanted the money via a pre-paid visa card or deposited into my bank account. I told him he could send it to me in a pre-paid visa card. He asked me if I was crazy? I told him no, but crazy I would be if I gave him my bank account information and he hung up on me.

Definitely a scam! DO NOT GIVE THEM YOUR INFORMATION. The tell you the government doesn't allow them to send out checks, only direct deposit to your bank or a card. Yeah right.

I received a call from 202-666-6600 offering me over $8000 government grant money, wanting my bank account number. Don't believe them if they call you, legitimate grant money goes to your school, if you have applied for it!

I recieved a call from this number 20mins ago... Okay 1. I have t-mobile 2. I have applied for fafsa & 3. An indian guy did speak with me saying I'm a recipient of a $8400 grant to use as I please except gambling.... Lol!! But then he gave me a confirmation number for the grant and another number to call to confirm the confirmation number (202-470-1405). Then another indian tongue woman picked up and confirmed the number, but said there's a processing fee of $205 to go to any charity then I'll recieve the money. But the weird thing is she said to send it by western union, when it could be takin out of the grant. I just want to know is it real or fake.
Plus how they get my number and address (scary things happening in this world)
