I agree it seems fake. If you try calling that number you get a message saying it is non working.

I got a call from this number but they did not leave a message. I returned the call and got a message saying that it was not a working number. Not sure if it was a fake message or really not working. Either way, clearly not trustworthy.

I've lived in CT my whole life, born there. Never heard of such prefix. The guy had some accent I could not put my finger on. He wants me to go back to school.
