Called from 2041435118 which is not a legit number.  204 is area code and the 7 digit number CAN NOT start with a 1 so all these calls are spoofed.

Caller identified as Oscar....wants us to 'say yes to an ad' costing $258 in "Winnipeg Police News Magazine".
I'm betting the Winnipeg Police do not have a news magazine with a circulation of 30,000 in Winnipeg.
'Winnipeg Police News Magazine' has a website...its an identical match to 'Missing Kids News Magazine' word for word except obviously for the name of the site/magazine.  Both are published by Cedar Publishing.  
Make no mistake about it - Wpg Police News Magazine & Missing Kids News Magazine are exactly the same company/tactics/belligerent sales staff, managers & 'bosses'.  

I'm sharing some info here with others hoping to help you avoid the 'traps' they set with their calls.

Due to their ever-changing phone numbers & the fact that businesses are busy, and simply can't dismiss 'all uknown' or 'odd' phone numbers,  eventually their calls will be answered.....

NEVER EVER say 'yes', 'ok', 'uh huh' or anything remotely encouraging or sounding like 'you'll think about it'.
They record ALL of their calls without you being made aware of it...that is until they send you a bill for the ad.  An Ad, which you have never seen, except for the one you will get in the b&w raggy  newsprint magazine they send you with an invoice inside.
At that point you will of course wonder where or how this so-called incorrec and or ugly ad for you business came to be!  IF you disregard the invoice, or inform them that you did not agree to the ad and will not be paying for the bogus ad, that's about the time they will inform you of your 'recorded conversation' in which you said 'yes' or any other encouraging/positive sounding word.  Their insistence will be 'that a proof of the ad was 'faxed' to you and that you had 5 days to make changes! You didn't do that so, too bad soo sad you owe the 'magazine' the money for your ad!'  And they don't care if you don't actually have a fax machine in operation. And they do nothing via email. It's ALL fax & their recordings of your phone calls.

Then they, being CEDAR PUBLISHING (out of Edmonton, Alberta) aka Missing Kids News Magazine / aka Police News Magazine /aka whatever name NEWS MAGAZINE they are using, will tell you that your 'recorded phone call is a legit binding contract and you must pay the bill!'
Each time a collections phone call comes to your office, they will continually bad mouth staff, mock you for not wanting to pay their legally binding contract on the ad...etc etc.  
Its a no win situation. That's what they count on and that because the $258 you owe isn't worth your time and effort to fight it to the top.  The 'collections' guy at  the 'News Magazine' will eventually tell you if you want to be removed from their calling list "you must pay the bill for the ad'...last I checked this is illegal.
IF you pay it...it starts all over again! only with a different (insert name here) News Magazine.
My last run in was this morning...I made sure I never used the word 'yes' at any time and asked very politely to be removed from their phone/fax or any other list they may have.  'Oscar' insisted that I explain myself....(not that anyone owes then any explanation)..but..well, lets see it's my money and I'll choose to spend it on whatever 'advertising' I'd like to and your magazine is not an option for us.  Thank you and once again please remove us from your call list.'
He then informed me (with a rather rude tone) that he 'could not believe that I was not willing to help support my community and help stop crime with a small donation for an ad.' along with a few other things. I said 'please remove us from your call list thank you'....he hung up on me mid sentence.

As a side note...I have never seen any of Cedar Publishing's  "news magazines' anywhere (other than the one they send with the invoice inside!) at any location.  No one I've ever spoken to about it has ever seen one or heard of them.  So, really it's all a scam to get hard working people to line the pockets of lazy people who refuse to get a legitimate job or start a legitimate business that would do some good in the world and serve a real purpose.

just a scammer. Automate robo call and hang up. They leave no message. Ignore this call, don't waste your time on it.

We were called numerous times, even though we indicated we were not interested each time. They identified themselves as the Winnipeg Police Magazine. When we asked how we could make them stop calling they said to buy an ad. We indicated we were going to report them to the Winnipeg Police Assoc. they said to 'go ahead'.

Either the world worst salesman or the world worst scammer. Either of which, just hang up on this bloke. He is a complete waste of time and space.

Got a call from this number, the guy on the phone told me he was selling ads for the Winnipeg Police Service. When I asked for the website, he said he could not give me the name of their website because "I would show the competitors". Totally a scam, don't give any information to these people.

Called to ask for "The big guy" and said they lost his number and name. I see they have done this other places. Would be skeptical

They want to speak the big guy, like big as in mass or in hierarchical?  Can I get him to call you back? No, he'll just get voice mail. She gave me the company name C something Canada - looked it up & it's something about Perinatal Research - OK the big guy might be fat but he's not pregnant!
