Harassing calls from this number

The people calling from this number are trying to perpetrate a fraud.  They claim to be from the Federal Government and state that I have been chosen to receive $5000 stimulus from the government. They have my name and address and will send claim information in the mail.  

They cannot give the authentic name of any government department or agency and seem to be calling from another country.  The caller does not speak good English and the telephone connection is very poor --lots of noise.

Received a call at 7:18am with a recording about lowering our credit card interest.  Contacting the FCC immediately with a complaint.

Received a call at 1:42 pm with a recording about lowering our credit card interest.  It said press zero to immediately connected to the live operator to lower your credit card interest instantaneously which I did not do and hung up.

same thing happen here. weird and creepy.

This person called me breathing heavily into the phone while some loud Asian-language talking was occurring in the background (I think it was a tv). When I hung back I picked my phone up 30 seconds later to make a call and the creep was still there.
