consumers submitted 208,362 complaints to the FTC regarding unsolicited telephone calls from Pacific Telecom phone numbers between the dates of between June 2012 and August 24, 2012.   Over 25% of all complaints submitted to the FTC during this period were filed against Pacific Telecom phone numbers.

I have spent the last 1/2 hour investigating 12 different numbers like this on my call display memory.
7 of them were described on this site as the "survey- you won the cruise" scam.
2 were associated with the MS Society (very persistent for the last 8 days and now have 1 less donor)

Keep receiving calls from IND SUR GROUP as is shown on caller ID.  They never leave a message and I will never answer their call.  
Here are other numbers they use as they have shown up on my caller ID from IND SUR GROUP:

All these numbers showed up as IND SUR GROUP on caller ID.   They call my home at least once a day at any given time.  I never give out my number to anyone I don't know personally.

I read somewhere else that "temporarily out of service" message or similar messages are fake and that someone is actually on the line and can hear you. They are supposedly commiting some kind of fraud. Never give them any information.

Yet another one of these alleged survey groups that calls and hangs up.  I've reported about 20 of these types of calls and now am keeping a list of the ones that I've gotten and reported.  As if people have time for this nonsense!

Changed my 88 yr old mother-in-laws home phone number on the 5Th of July. The 7th she got a call from these jerks. Listed her on No call list for Federal and State the same day we changed it!!! What do you do?

You should be aware that the "Do Not Call List" is available to all telemarketers. It has to be how else are they to know not to call you? What a bonus for scammers. A free list of legit phone numbers of people who will answer the phone. You can pretend to be a political poll because they are exempt from the list as are charities so you can get scammed from fake charities called fund raisers as well. But the people that call you from this number is a company called Independent Survey Group. Their web page is http://www.independentsurveygroup.org/index.aspx. They also have credit card debt scams but their purpose is always the same. Get your credit card number and bill you for something you will never receive in this case a phony trip to nowhere. I'd say take your name of the "Do Not Call List". It is simply a tool for fraudsters and I bet everyone here complaining is on it.

Thanks for the realistic and sound advice about how to defeat these scumbags. There is so much bad advice and apathy out there, and suggestions nothing can be done or that the conduct is justified, that it hinders enforcement actions agains these people.

If enough people complain, action will be taken and these scumbags will get the justice they deserve.

Thank you for your opinion discouraging complaints. One could well suspect you are part of the scam.

Alternatively, are you a lawyer? Do you have the training and experience to form a reasonable opinion? Have you been involved in a case with a survey in violation of the robo-call and telemarketing requirements of the FTC? Even if you have (which your posting suggests otherwise), do not be so quick to think that just because someone comes up with a scheme to avoid the requirements of the DNC, they necessarily can do so without recourse. If your view were correct, every telemarketer would do the same and the DNC law would be meaningless. In short, there is no legal basis for your conclusion.

If enough people complain about the survey action will be taken.

Consumer alert: Don?t be carried away by ?the Love Boat scam?
A member of our staff recently received an unsolicited ?ROBO? call presented as a political poll. But the political poll was a head-fake. Instead, she was ?given the opportunity? for a two-day cruise to the Grand Bahamas. All she had to do was pay a government port tax of just $59 per person.  And when she asked for written information about the cruise, she was told that the company had none to send out, she had to sign up immediately and provide her credit card information to the caller.

However, this shipwreck of a scam reached the wrong person: Assistant Attorney General Regina Cullen. Regina works in our Labor and Industries Division and in past years led many of our high profile consumer protection cases. Regina immediately thought the pitch sounded suspiciously like a case our office had against National Travel Services and Robin Leach, stretching back to 1999:

Washington Attorney General Christine Gregoire and six other states filed suit today against two Florida travel companies, their owners, and ?lifestyles of the rich and famous? pitchman  Robin Leach, alleging they mislead unsuspecting consumers into believing they had won or were entitled to the vacation of their dreams.

The suit alleges the defendants used Leach's ?celebrity endorsement? to convince consumers they had won or were entitled to a luxury Florida vacation and cruise to the Bahamas. Consumers soon found they had won nothing except an opportunity to pay as much as $1,000 for a seven-day Florida vacation and a bonus Bahamas' cruise which was actually a one-day ferry ride and a game of ?Las Vegas style? bingo.

Washington consumers received travel certificates featuring Leach's picture and the message: ?Robin Leach says Pack Your Bags!? As a condition of the trip, the certificates failed to disclose that consumers would be required to attend lengthy timeshare presentations.

?A ?free? cruise, which isn?t really free, will send you sailing on a sea of frustration,? said Washington State Attorney General?s Office Consumer Protection Chief Doug Walsh. ?Add the patent illegality of commercial robo-calling and misrepresentations that it?s a political poll, and you know you won?t be joining Gopher or Capt. Stubing on the Love Boat. But you might be sailing on the Titanic Scam-Liner to financial doom.?

Not a bad turn of phrase?especially for an attorney. But I digress.

Why did the cruise line pitch mask itself as a political poll? After all, it?s not as if everyday consumers sit at home waiting, with bated breath, to be interrupted by such questions.

Walsh reminds that political robo-calls are legal, but the same tactics from businesses are not.  That being said, it wasn?t really a political poll. That means it?s still illegal. Remember that I called this scam a shipwreck? Scammers, while sometimes clever, aren?t always the brightest bulbs.

The moral of the story is simple. Don?t respond to commercial robo-calls?period.

You can protect yourself from these kinds of scams by following a few simple rules:

Always ask for written information.
Never give out credit card numbers or other personal or financial information unless you personally know exactly who you are connected with.
Ask yourself, "Is everything legal here?" Beware if the caller is breaking any law, no matter how trivial it may seem (such as calling before 8:00 a.m. or after 9:00 p.m.). He or she may be breaking other laws as well.
If you are uncomfortable or annoyed by a caller, ask to be put on the "do not call" list. Once you request this, the company can?t call you again.

Thanks for attaching the removal instructions. But when I logged on to their "Contacts" page and tried to file a complaint via their "form", I hit Submit, but was returned an error saying that "there was an error processing my request, try again later". Does this tell you something??????

I had the same problem as everyone. I emailed my complaint to the FCC via www.FCCInfo@fcc.gov. The government just acknowledged my email and assigned a case number. Not sure what they will do next. If all of you (victims) complain to the FCC, hope the Commissioner will do something.
