Comcast for a past due of $.87 cents. calls and if you do hold no one ever replies. if you have google voice, log in and mark their number as spam & report it. it will block it from calling you and ruin their reputation with google.

At 8:30 at night I got a call. On answering, all it was was music and an annoying voice repeating "Please Continue to hold". it repeated over and over and over until I just hung up.

Whoever it is calling waits till we answer then hangs up on us. When we call the number back it simply rings and rings and rings, even some weird half-rings, but no one answers EVER and it just keeps ringing.
I have a tip from another site: Whenever a number calls you that you have become aware is going to do this to you, simply answer and immediately push the pound button 6 times or more fast and in succession. The site says that this sort of "confuses" auto-dialers and they are made to "think" that the number is bad and that it's not an actual phone number assigned to anyone and supposedly it will remove your number from a calling list.
It seems to have worked for me on two other numbers.
This is the first time I've gotten a call from THIS number, but next time I will be "POUNDING" it's butt!~
