Called Seattle Police non-emergency line to report a noise disturbance. Shortly later received a call from this number, but did not answer in time. When I called the number back message said it was a number maintained by the City of Seattle, but that there was no way to tell from which department the call originated. So I called the Seattle Police non-emergency line again to let them know I had missed their call. Dispatcher denied they had called me. It was 1:00AM, so I am pretty certain it was not another city department calling me for another reason. Pretty disorganized if you ask me.

Seattle Police will call you back if you call 911 and hang up on them (or if your phone accidentally pocket dials them).
