Have received several calls on a number that is in the national and state do not call database. Most of the time they leave a voice mail, saying they can lower my credit card interest rate. This time, I pressed one to speak with someone who identified their company as "Credit Card Services" and pointed out that they have been repeatedly calling even though I'm on a do not call list, and I wanted be removed. They just hung up on me.

207 is a Maine area code. I could not find a reverse lookup for who owns this number, so I'm guessing it's spoofed. It tried to call it and got a "can't complete your call" announcement.
