I think this misinformation has been here long enough. It is impossible by definition for a debt collector to violate the Telemarketing Sales Rule, which backs the federal DNC registry. The following URL links to the FTC FAQ page which the DNC site nearly begged everyone to read before you registered your numbers. See items 28 through 32.

Second, a collection agent making a skip trace call must by law do exactly what "Tommy" did, mainly to not reveal any details about the debt in question or even mention "debt". If the call was made under the pretense that Jay's Mom could not be found, when DCS already had a working phone number for her, *that* would be wrong, and it's a common ploy.

But for the moment, Jay could not push any claim of "phone fraud", and in any case the FCC has very little bearing. Local police can't do much either, since debt is a civil and not a criminal matter. The Federal Trade Commission has primary jurisdiction over debt collectors. Get wise and bark up the correct tree. My husband received a phone call from DCS stating he owed $8,000+ in taxes to Virginia from 2000 and 2002. The DCS guy tricked me into giving him my husband?s contact information and the name of his work. I was very angry. He demanded immediate payment and threatened to garnish his wages. Thankfully I am not that naive. I am a paralegal and am familiar with the Fair Credit and Trade Act. Further, involved my employer. We put DSC on notice that their actions would be monitored by the North Carolina Department of Insurance and we would require proof of any alleged debt. Their proof was a printout of the computer screen noting my husbands name and listing his supposed debt (bogus debt) to Virginia. My employer sent them a letter stating there was insufficient proof of any debt. He also told him he had done his research and was aware of their egregious behavior. North Carolina does not allow its citizens to be harrassed. They will not allow 100% garnishment of anyone?s wages. They will not collect another state?s debts either.

DCS is dangerous. They have given nearly half a million dollars to politicians and were involved in that Tom Dellay scandal. They are definitely evil. I have contacted an attorney who specializes in litigation against collection agencies to see if he can provide more informaation.

Do not allow DCS to rule your life.

They called my husband's parents and tried to get his (our) phone number from them with some BS story about personal business matter and that they had called yet a different family member (same last name) and that they'd given them my in-laws number.  Fortunately my inlaws are smart and did not.  They don't have internet though.  I so glad this forum exists, thank you.

btw, she gave her name as "Liz Quintana".

12/19/08 1206: someone called asking for my mother by name...I asked who he was...he said Tommy...I asked Tommy, who and what do you want?...He said he was calling from DCS and wanted to speak to my mother...I asked "What about"?...He said "a private matter, what are you screening her calls!...I said if you cannot tell me what it is you want, then do not call here again...He said "Oh, I will be calling again!

Bottom line: Tommy Richmond and Krystal Vega seem to work for this DCS, Inc. which calls eople trying to get your private and personal information such as social security number an banking information as well as information about other family members and friends.

We are on the Federal "Do Not Call" Registry...These people and this company have violated the policies of the Federal "Do Not Call" Registry as well as violated the FCC regulations concerning interstate and intrastate phone fraud.

Call your local and state police...and the police in the city from which DCS calls you from...as I have done...LET'S GET THESE AS_HO_ES LOCKED-UP!!!
