It's QTC.  My wife works for them, and this number appears every time she calls my cell.

Sound like bob is the telemarketer here, With his add under his name.
for sure answer this call because there calling you probably to set up or confirm your app.
By the way its against the law for a collection agency to lurer you to a area so if that happens you just got free money Sue them...

The number is linked to Veteran's Affairs NOT a collection agency.  It would probably be a good idea to call them back.

It's QV something, they are a medical contracting company for the VA.

QTC medical services for our Veterans is who it is.  I am a Veteran and this is not a bogus number or telemarketer

This number is from QTC out of Texas. They are contracted by Veteran's Administration to handle all required medical appointment for military personnel who recently retired and have claimed some disability for compensation like myself. This calls are to make sure the veterans will be in town for the medical appointment. If you ignore this call, your claim will be delayed.
