AVOID AT ALL COSTS. Scammer phishing for credit card info. Call started as recording stating it was card services calling and you qualify for a rate reduction to 6.9% on your card & to press 9 to speak to the next available agent. I've also read where an agent picks up immediately then tries to get you to reveal credit card & personal info. Definite scammer using this # at this time, then will move on to another # when the law starts getting close.

Called me today I do have call screening however the number can't be screened because that "000" exchange is not a valid exchange I wonder how they get that number to call from or to show up like that.

I did report the the number to Don not Call Registry.

I did press nine and told the operator to take my number off thier list..of course I was cut off...

I used get calls like  that about my auto-insurance was about to be cancelled
I don't even have a car!!!
The last time they called..I stayed on the line and was quite vulgar with them and they haven't called back for about three months....

Just received a call from these folks @ 5:48pm PDT. CID shows call originating from New York. Obviously this is a phantom / spoofed number. I have reported this to the DNC Registry and my Attorney General's office. I have included a link to this page.

Automated call at 9:22am PDT claiming they were cardholder services to press 9 about lowering my apr.  If I hadn't just called 2 days ago concerning one of my cards, I would've disregarded.  I pressed 9, it connected me with a male asking if I was interested in a special offer low apr.  I then asked what card this was in regards to, a short pause, then I was hung up on. No number lookup can identify this number, nor can you call it back.  The area code is from New York, Manhatten only.  Never give any information until YOU IDENTIFY WHO THEY ARE!

Come on, people, use your head. It doesn't do any good to report this to the government, possibly because the government is already in bed with the credit card companies and since you don't have as much money to bribe Congress as the banks do, you lose. With a prefix of 000, you have to know it's a scam/ spoofed number and the government can't trace a fake number. Of course, they can't do much right, anyway, but this number is not real. The DNC does not protect you from anything and so many gullible people seem to have touching faith that the government is watching over them, keeping them safe. Grow up for goodness sake!

Same credit card BS as reported by others. This call came on Aug 21,2009, like a couple of others, at about 2:00pm. My number is a landline is Seattle. I have had several of these calls, though different numbers, with "Rachel" as the cheery robo-call voice.

I just got a call from them while at work and when I pressed 0 to speak with someone he asked if I was interested in lowering my interest rate.  When I stated no that I would like to be taken off the calling list, he hung up on me!

They have no heart!  Don't call and waste my anytime minutes please.

That might be true. I've seen this number pop up in the 407 area code which is Orlando. They aren't doing a very good job if they are a real business but I am blocking them as well. Anyone who calls out of the blue asking for Credit Card information, legitimate or not is either a moron or a scammer.

BBB Warns Consumers of Robocalls Promising to Lower Their Credit Card Interest Rate

Consumers across the U.S. and Canada are bombarded with phone calls promising to lower interest rates on their credit cards,. Not only are the calls violate U.S. and Canadian Do-Not-Call laws, but some companies behind the calls are ripping off consumers by charging large up-front fees to negotiate lower interest rates with credit card companies?something consumers can do on their own for free.

Robocalls generally begin with recorded messages that include statements like: 'This is our final attempt to reach you since you've not responded to our other calls to discuss your credit card debt.' The automated message invariably does not include the name of the company, but may claim to be with Card Services or Card Holder Services.

After the initial recorded message, consumers must dial another number to be connected to a live person, who in turn asks for the consumer?s credit card number. From there, the operator begins closing the sale, asking if the consumer is willing to pay ? usually from $700 to $1,000 - to have their firm contact the credit card company and negotiate lower rates.  

'The ?negotiation? undertaken by these companies can be as simple as calling the customer service number listed on the back of the consumer?s credit card and asking a customer service representative to lower the interest rate,' said Steve Cox, BBB spokesperson. 'Consumers are fully capable of talking to credit card companies on their own, for free, and getting similar results. Consumers simply don?t need to pay any company a thousand dollars to negotiate lower rates on their behalf.'

BBB has received numerous complaints about two Orlando-based companies, CSTR Solutions, Inc. and Genesis Capital Management, and one Tacoma-based company, Mutual Consolidated Savings. All are behind at least some of the robocalls and are promising to save people anywhere from $2,000 to $25,000 by negotiating lower interest rates with credit card companies.

According to BBB complaints, companies are also failing to uphold money-back guarantees and not refunding money in cases where they are unsuccessful in lowering rates.

Then you are switched to a live agent who collects from you the credit card number and its expiration, name, address, and in some cases even your social security number. I've been receiving calls from this #. Man refused to take me off their call list and said that their company deals with companies such as Visa,Mastercard,etc. He said I'll be receiving calls for months and then hung up.

Just called me, too.  Kinda knew something was fishy when they don't even say what bank it is calling you.  Message was that it's my "last chance" to lower my interest rate.  

I hit 9 just to see what they would say and was ready to say "If you're my credit card company why do you need my credit card number you scamming *#(@#{@_ b*****d!" but it just kept ringing.  I hate to think of people not as keyed in as we are that are readily handing out their info to these evil people.

Have also recieved calls from them. The only way to really stop this is to make it unprofitable for them to do this. That means no one should ever buy or sign up for anything from them, no one should ever give them a valid credit card number, everyone should try and waste as much of their time as possible.
