Debt Collector
There are complaints about them all over the internet for harassing people that do not owe the debt, threatening to arrest people for a debt, telling people the only way they'll stop calling is to pay "court costs" on an alleged suit they filed, etc.  According to some of the MANY complaint pages and numbers they've called using, it seems they call about debts that are 5-10 years old, don't care if they were paid or not because they want money.  There are people who have fallen for this, and stated that they paid, and are STILL waiting on getting the documentation of the debt from them.  Of course, their story is that they sent it out ... yeah, right.
What's laughable is one page on their website that says they follow the law during collection attempts.  OBVIOUSLY, NOT!  THEY have an F rating with the FL BBB (see below).

By the way, it would seem to me that, IF you had a bad debt, it would show on your credit report (if still eligible to be reported).  IF you do have a bad debt on your credit report, you might want to consult an attorney and/or the original creditor, rather than these folks who obviously could care less about the law.  [I am NOT an attorney, nor do I profess to be one.  I am NOT dispensing ?legal advice,? simply giving my opinion!]

IF they were calling about a legitimate debt, they would NOT be calling to see if you'll be home all day on certain day to "deliver legal documents" or "subpeona."  A legit collector CANNOT discuss your bill with anyone else OR threaten to arrest you and/or send you to debtor's prison, etc.

It also occurs to me that, particularly on the GreenDot/Prepaid card ?payments,? since they are apparently difficult to trace, I seriously doubt they are reporting these funds on their income taxes === tax evasion.  (That?s the way they finally got Al Capone!)  The IRS has forms for reporting suspected evasion, and even a reward form you can complete for if you help them catch the folks!

SUGGESTIONS (again, I am NOT an attorney and am NOT attempting to dispense legal advice.  These are my PERSONAL suggestions)
1-IF you decide to answer one of their MANY calls from about 50 different telephone numbers (no, I?m not exaggerating), give them NO INFORMATION.  In fact, YOU MAKE THEM ANSWER QUESTIONS, and if they don?t, hang up on them!   I don?t know anything about spoofing/masking numbers, but there have been comments that they are VOIP?ing the majority of the numbers they?re calling from.  I do not doubt this, as a person said the number showing on her phone was that of the local police department.
2-Keep a running log of the date, time, telephone number, person calling and note of conversation to file with your complaints.  (Or, try to record the call, BUT they usually hang up when they?re told they?re being recorded.  ROFLOL, now how many LEGITIMATE collection agencies would do that?  NONE that I?ve ever heard!
3-Look up your state?s Statute of Limitations on debts that can be pursued in court (that you can still be sued for).  It seems to vary from 3-15years.
4-DO NOT allow them to intimidate or frighten you.  These idiots have even called the numbers attorneys, police officers, etc. with this scam.  Intelligent, they are NOT.  

USUAL PLOYS:
1-call friends, neighbors, relatives, employers, and you trying to intimidate you into paying JUST to make the calls stop (but, from looking online, they don?t stop?they just demand more). ? Ask these folks to also keep a log of the calls, give them this internet page to check.  Ask them to do a search for ANY of these company names.  They?ll soon realize it that these people are nothing but SCAMMERS.
2-??have important legal documents (or summons) to deliver, will you be home ---(day) from 8:30 to 4:30 to accept it??
3-?There?s a warrant out for your arrest UNLESS you send us $xxx TODAY?  -- they seem to prefer asking for the ?Green Dot? prepaid card and want you to call back with the numbers on back ? harder to trace where to $ goes, apparently.

Just so you know-that kind of behavior is a violation of the Federal Fair Debt Collection Practices Act (for consumer debts) and under that Act they are liable for damages for that kind of harassment.  It is illegal to threaten people with criminal action in order to attempt to collect on a debt.  I recently had experience with this company as I was trying to help my sister.  I am a paralegal who works in collections industry and I was appalled by their behavior and the threats they made.  If we knew for certain they had assets and we could recover we would sue them.  But my advice to you (and please note this is not legal advice just advice based on my understanding of the fair debt collection practices act) is to first specifically request "verification of the debt" which they must send you under law in writing.  And under the law until they do that they are not supposed to call or bother you.  Of course with this company they will probably not do that.  Also tell them you no longer want to receive any calls from them and want only to be contacted via mail.  They also, under law, have to honor this. After that ignore them.  And if they do by any chance happen to sue you (which I doubt they will) check the dates on the debt and make sure it isn't past the statute of limitations and that it is actually valid.  Also make sure to hire an attorney who can help you file a counterclaim against them in addition to defending you against the suit.  Whether they want to acknowledge it or not their behavior is not legal and is reprehensible.

I am receiving calls from this number as well. I have no clue as to who this is but I want it to stop. When you call the 213-260-9483 it just rings and no one answers. I am not sending or ginving them any monies or information.

I have recd numerous calls from this number at ALL hours.  They said they have documents to serve me and wanted to verify my address.  
I asked what address they had.  They had no address for me so really if you had papers to serve me you should already have my address.
Also when they call, they do not identify themselves.

so i told them to serve me. That is what i have been asking for is documentation that I owe you money so my attorney can look at it and then my attorney and I can take care of it the PROPER way.  
I have already been scammed once and that will NEVER happen again,

They WANT to scare you into making payments over the phone.  Do not agree to pay them anything.  Tell them that they need to send (by US mail) validation of the debt owed. They will not send you anything.  Tell them to stop calling and contact you by mail only.  If they continue to call you can go after them for violating the law.  Check with your state attorney general to find out how to deal with them in your state.

Just got a call from this number.  The foreign call center folks must be using new numbers this week!  I never answer the phone if I dont recognize the number.  These scum bags try everything in the book to try to rip people off.  I come from a family of attorneys and am very familiar with process serving and law suits.  Next time they call, I may answer and have fun yelling at them.

WOW... These people called my cell phone, did not say who they were calling for and just started into some rambling about a civil court proceeding, blah, blah... I interrupted and asked who he was looking for. Seems that should be the way to start the call?!?! I told him as much and I am just blown away by this behavior and lack of professionalism.

I have received several calls from 213-260-9483 over the last six months.  Today they called and told me they were going to be serving legal documents to someone named David H.  Told them I didn't know who that was and asked to speak with a supervisor or someone in charge to have my number removed and they hung up.

Same story - repeated calls on BOTH landline and cell phone (must be working off a name list somehow.  The name they give me that they are serving papers to is "Eric Prudy", but apparently is different for others they call.  VERY annoying, as they are both persistent and using scare tactics.
However - if they are scammers, they never get to asking for donations, money, trials, etc.

When I started to ask them to identify themselves, they said that all I need to do is answer their questions? I told them, I?ll answer my door tomorrow, when YOU COME?

After I hung-up, I goggled the number and printed out six pages of complaints

I received the same phone call just a little while ago....the caller stated my name and said they were going to be out sometime tomorrow to serve me papers....Well come on and join the party! Send the papers so I can see what you are talking about! Better yet, I can't wait to get them because I know it's a scam.... I called the number back and the phone just rang!!  So go figure!!!!  SMH @ the STUPID people!!! I hung up on them and added them to my contacts so I can send their call right to voice mail whenever they do decide to call again!!!

I received a call from these morons yesterday.  I called the number they gave me and told the person that I talked to that if I really had this debt, they can send me verification  by mail.  If they can prove that I have this debt, I will be glad to pay it back, they told me that they could not do that.  So I told them to go and f*&^ themselves and hung up.  So far they have not called back, and I turned the number into my states AG.

I just received a call from this number.  After reviewing the comments, it appears as though this is yet another scam trying to collect money.  Just like some others, I have filed bankruptcy so none of these people can contact me.  The last "debt collection" company that tried REFUSED to give me any information.  I did not anwser the call from these people today. Please take a few minutes to report these type of calls to FTC.  Please do not let these people push you around or scare you!  Research and take a stand!!

My parents have been receiving many calls at their home from this number looking for me.  They keeping telling them they have legal paper work to serve on me.  Today I told them I would be contacting the Sheriffs Department regarding this and they hung up.  My parents have tried not answering the phone they do not leave a message.  Have tried telling them I do not live there and do not call again and they continue to harass my parents.  What kind of scam is this?

Repeated hang up calls. The ONE time they did actually stay on the line, they told me I was being sued, but would not give any information -- they simply wanted to know when I'd be home so they could serve me with papers. On the same day, they called a friend, with whom I had stayed, and gave her MULTIPLE pieces of information, the information they wouldn't give me.

This is getting more than annoying. They typically call between 9-10am my time (Eastern) and leave no message.

These people just called my cell and the person asked for me as if we were long time friends, after Monica informed me that she needed to know if I would be around between a certain hour I asked be where? She said at your home, I asked her well where is that?  she said well I don't have that information but my supervisor does and she needs to serve you, I told her to tell her supervisor to look for me then since she's coming personally, I'll be waiting for her and I hung up the phone.  Then I politely went online to my cell phone account and blocked their number.  They are idiots, first of all I work for a law firm and know that if you are serving someone you don't call them to set up a time to serve them.  That's the point in serving the person, element of surprise.  Dummies

Nobody's going to serve you.  Think about it.  Would they really call you in advance and warn you  that you would be served?  Of course not.  They would just do it.  Most likely the scammer who called you is in another country.
