Constantly calling asking for different people who don't live here all hours of the day or just hanging up on me. Very annoying

Called at 12:45 am eastern time After I said hello, there was a small hesitation and then the person hung up. 213 area code is Pacific time and even at 9:45 pacific time (if I was in that time Zone) it's too late to be getting calls of this sort!
I called the number back and the message says that "you called about our debt settlement program" which I actually never did.
