Write our Congress and Senate. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in jail, no one left to outsource to overseas boiler rooms, problem solved.
Since they are operating across borders it should become a federal felony and should be handled by the FBI under the RICO Act.

These calls are coming from call centers in Costa Rica and India and they are using spoofed (false)
numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in
this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small
print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer
Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes
or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for
each violation.

Best to neither answer nor return calls involving unknown numbers. The only time that I talk to people like this is when I feel like entertaining myself by leading them on with a bunch of false information and inane questions.

It happens on cell phones too....

Got a call from this number on my cell phone at 12:54 Central Time July 26, 2012,  but rejected it since I didn't recognize it. They didn't leave a voice mail.

They just won't leave me alone.

I don't even have a bank account let alone a credit card... Just another lower making me wonder if someone has stolen my identity when I'm only a teenager!! >:(

Male w/foreign accent asked me "WHY ARE AMERICANS SO STUPID?" after I asked to be removed from calling list and He refused to remove my name.  

Tried to call back the number and recording says it is not a working number.

Whoever it is never actually identifies what company it is, The caller just says account services! Upon calling the number back there's a pre-recorded outgoing message stating it is not a working number. No matches were found in any reverse look up directory.

Who is this and why do they keep calling

I'd love to cause them some discomfort.  I may take your advise.  This is really getting on my nerves.

I'm getting several calls a day from this number, weekends included.  Never anyone on the line.  It's getting kind of weird because the number they are calling is private and only known by family members and close friends.

My phone plan allows only 10 blocked numbers, and "Rachel from Cardholder Services" has used up all 10 of them with their spoofed numbers. As soon as I block one of their numbers, they call the next day with a different number. These illegal scam calls are disrupting our life. All day, every day, ring ring ring ring ring. Please, government, shut them down already.

The Caller ID this time was "Pennsylvania," but it was the same recording, HI! I'm Rachel! ....  Call type is IDENTITY THIEVES..

No use in reporting to the DO NOT CALL website.  They are listed as a non-profit, so they are free to harass us as often as they want and there is nothing we can do about it.

So many telemarketers are finding big monstrous loopholes around the DO NOT CALL list.

Just missed 3 of these calls, but as usual if i don't reconize the number I don't answer!. I tried to call the number back from a landline and the message says this number has been disconnected. What a Scam!!!!!.

didn't answer.  sigh.  another robocaller.  I ought to disconnect my phone.  Between the Indian telemarketers, the lower your rate scams, the health insurance scams, the debt collectors calling for other people, the politicians calling mercilessly, surveys asking intrusive questions, I've had enough with this land line.

Called me, no one on other end, then they hung up.
