I live two miles west of Philadelphia, (area code 215). The call was to request a donation for the "Police", not the "Philadelphia Poilce" and obviously not my neighborhood police department.
Curiously on March 21 2014 Scott said this number called him for "child charities", a different "charity". I think the only "charity" is the caller's bank account.

they are calling for child charities, so far i have received six so far...i have not asked them to call and they usually call when i am at work...

They called my house late at night. Didn't answer and they didn't leave a message. Got similar calls from that area and I think it is a Charity organization.
