I KEEP GETTING CALLS FROM THESE TWO NUMBERS 215-436-8619,AND 866-401-2140.ANY ONE KNOW WHO THIS MIGHT BE.I KNOW THESE NUMBERS TRACE TO PHILADELPHIA,BUT THATS ALL I HAVE.

They start calling me at every morning around 8:00AM Eastern time. I thought it was illegal for companies to call before 9! They even call on SUNDAYS!

these people LITERALLY start calling at 7:59am, im pretty sure thats illegal, they call from about 7 different numbers and call about four times IN A ROW about 7 or 8 times a day, a grand total of 28-32 times a day, which is a violation of the Fair Debt Collection Practice Act. Bottom line is NCO is a third party bottom feeder debt collection agency. These people take a debt which has been written off by Capitol One (in my case) and you are NOT legally bound to pay them. When i have the money I owe, i will call Capitol One myself and handle this issue. Its always a good practice NOT to deal with a third party collection agency. More often than not, if you call the company who you originally owed the money to, they will settle for less than the collection agency is asking. They'd rather get SOME money from you rather than NONE.

I receive these calls from this number multiple times per day and they don't ever stop. I have asked them to remove my number from their list, I am not the person they are asking for, etc. It is actaually a fax line that they are calling and I even told them that! Sometimes caller ID says pensylvania call and sometimes it says NCO Financial. How do I get them to stop the harrassing calls? This is the 2nd time I have changed my number!!!!!

All numbers show NCO on the caller ID. They all ask for a person whom I don't know. How do I stop these annoying calls? I have great credit and owe nobody any money.

I have 20 more numbers I could add.  This is NCO collection agency.  They are ruthless and are a bunch of lying low lifes.  They will tell you anything so becarefule if you make a deal with them.  They will not deliver.

I just got a new cellphone and the very next day the calls started.  They have already called about six times on a new phone number.  They are also using 866-401-2140 and a couple of others.  How do we stop it?????

215-436-8619 is a hired collection agency by one of your credit card companies.  The new system they have for harrassment is that the company will fluctuates the area codes, as well as numbers to throw 'you' off from knowing who they are. That way they can call as many times as they like.
It is a psychological tactic.  

The reason why they will not harrass you via the Postal Service is because it then becomes a federal offense (the Post Office is a Government run edifice) and no one wants to go to jail for your nonpayment of a credit card.  

It is the credit card company's business to give you a 250 dollar limit.  When you charge up to your limit, that's when you find out that their late fees, userious rate of interst, and other fees on top of that 250 dollars have you owing the credit card company 800 dollars.

Nice huh?  When you don't pay up - they sic their hounds on ya. With recession, people losing their jobs, homes, lives in war - it would be nicer to see it as they're doing their best to try to stay in business.

they keep calling my cell phone and not leaving a message and also called from1-866-401-2410 when I called back they had strong foreign accents and i couldn't understand a thing they said

when i call them back, it is always a different company. one company was a dermatology clinic and when i ask them why they are calling, they say that the are not the ones calling and alot of ppl are asking the samething.  it seems that they have this thing that shows a different number on the caller id. also,  one of the numbers i call they just answer the phone with a "hello", instead of mentioning there company name.

This is NCO, apparently a collection company.  I got a new number and these calls started about 10 times a day.

THESE PEOPLE HAVE CALLED SEVERAL TIMES AND DON'T LEAVE A MESSAGE.

I called them and it sounded like they said MCI or MCR. Couldn't quite understand, their foreign accent was extremely heavy.

I called back and it said that there was no incoming calls allowed. They call like 3 times a day!

No one there when I answered. They called my cell phone.
