got one call from this number after having a few calls from 215-573-8619. they didn't leave a message, and when i called the number back i got a message saying it was not in service.

The number is part of the University of Pennsylvania's phone tree. Odds are you (or an old owner of your phone number) are a Penn alum.
It's the Penn Fund calling to solicit donations. They also have 215-898-XXXX numbers that call for the same reasons.
