I get phone calls offering to reduce my intrest rate on my credit card. I tell them I pay off my balance at the end of each month. Then I'm told I'm not qualified to participate. They hang up on me when I ask them not to call me. This has been going on for more then two months

FIA, aka Fidelity Services, makes sense. I just signed up for an American Express card from Fidelity. No annual fee, 2% cash back, and I am doing more of my "banking" with Fidelity rather than a local brick and mortar bank branch.
If this is administered by Bank of America, this also makes sense, for I have a Hawaiian Airlines credit card for the miles to fund a return trip to Kauai, and following getting that card, a call from BOA ensued, offering me all sorts of things I did not want. Once I connected to the call and declined, the calls stopped.

You might have a credit card with Bank of America without realizing it. The front of your card could have a logo for another financial group, like Fidelity Investments, the back of your card will say FIA Card Services in fine print. The calls are from card services - aka FIA Card Services. Which, as far as I can tell, is Bank of America.
