Googled this number and it belongs to a man in champaign IL, Karl Brimm. Obviously a scam to get you to give out your credit card number.

Text message claiming to be from Marine Bank. It is a text alert claiming VISA has been temporarily deactivated. To reactive they give a 24-hour number to call.
