Criminals. They will try to convince you that you owe debts & scare you into giving out your current credit card or bank account numbers. They might have some info on you including soc.security number!
Things you can do to stop or slow them down:
1. Don't answer calls you don't recognize.
2. Report to FCC.
3. Forward calls back to one of their numbers.
4. Create phone contact named "spam". Add these phone numbers to "spam". And then if your phone allows, put your spam contact on the blocked list. Some cell phones have an option to report spam calls.

I received a call on my cell phone from 228-295-0760 at 2:18 p.m. EST, on August 13. After checking the number online, it appears to be an unwanted robocall. My phone is on the "do not call list."

Called my cell phone. Did not leave a message. I assume it is a telemarketer. How are they getting my number? I have registered with the Do Not Call Registry both cell and home numbers to no avail! I called the FCC and they say these calls are being generated out of the country.

I also got a call from this number.... no response to my "Hello". I will not call back, instead setup "Block Call" in my cell phone.

Just filed a complaint on this number with FCC.
Their autodialer phoned my cell. The readout said Mississippi, that's all. Recording said I was eligible for reduction in credit card interest rate, to press 1 immediately. I did.
When the man answered I politely asked the name of the company. He said Card member Services. He said they do work for Capital One, Wells Fargo, Citibank, blah, blah all the major banks and credit cards, and that one of mine had given my number.
I told him this was a cell phone, and that under present law it is ILLEGAL TO HAVE MACHINES PLACE CALLS TO CELL PHONES. I said "your company may not realize this is a cell phone. However, in order for me to do what I'm supposed to, I need your company's mailing address so I can write a letter to let them know." Before the last sentence was out, I heard a "click". He hung up on me!
I immediately called back the number as shown on my caller ID, and received the message that the number was not in service.
Now, a company might argue that they didn't know, when given my number, that it was a cell phone. BUT, someone went to a lot of trouble to find numbers not in service and to program it into their software to show on the caller ID. This is pure, undefendable pre-meditated LAW BREAKING, and whoever these people are, they do not have a leg to stand on. They are criminals and deserve to be punished according to law.
If you receive a call on your cell phone and there is not a human who immediately answers, IT'S A CRIME.
If you receive a call and the number shown on your phone is not a working number, IT'S A CRIME.
You can bet neither AT&T, or the other telcos are going to do anything. They have been absolved of all responsibility. Their lobbying efforts have caused laws to be passed which protect direct marketers and leave the consumer helpless. Only by flooding the Federal Government with complaints will the crooked politicians ever be outvoted and the laws changed.
PLEASE, be proactive!! Report these to the Federal Communications Commission, as fast as you can. Use form 1088G if it involves a cell phone or forged number. My complaint was accepted immediately by the Enforcement Division from the specialist who took it down.

Answer the call in a stern voice. When they speak, inform them the party (by name) they asked for was murdered and you need all THEIR information. They hang up and don't call back.

My motto, if I don't recognize the number, I don't answer. That's what voicemail is for. Funny isn't it, I'm finding that since I just renewed my Do Not Call registry, I am now getting more calls!!! SCAMMERS ARE EVERYWHERE!!

Did not leave a message. Here is a tip. On my cell phone I created a contact named SPAM. I then made a 30 second ringtone of silence and assigned that tone to that contact. If you have an iPhone you can also disable the vibration alert for that contact thus anytime that number calls you will have no idea until you look at your phone.

That is actually their answering machine saying the number is disconnected! Is not from phone carrier.
Telemarketers are so annoying now that they somehow get our cell numbers. Do not call is of no value any more.

Anne from account services has called me about 20 times from different numbers. Always a recording. Most likely a scam to get your credit card info or bank info.

Received this number several times a day. Never answer but when I called back it was a disconnected number. They have gotten so slick they find a way to call you from a number in your area code. When you call that number back it is a disconnected number. I have seen numbers come through that said forwarding call. WTH

Im in Texas, received call @ 1:40pm, 228-295-0760 MISSISSIPPI, did not leave msg....called the same number back and an automated message said I have reached a number that has been disconnected, go figure, definitely SALES or SCAMMING, don't bother with it...hope this info. is helpful.

didn't answer ... found a fake voice mail on my cell.
