That's because they spoof the number, which means that they have the technology to fool your caller ID into displaying a number that they are not calling from. This is to prevent callbacks, make them look like they're calling from an established company with a good reputation (in order to make people more willing to do business with them) or to hide the international number they're calling from that charges premium rates. What isn't generally known is that cellphone owners can be charged for answering.
Best thing to do-don't answer, Google the number. If it shows up here report it, and block it. Also read the posts. You'll find out which callers to avoid, and how they operate.

The caller asks for donations for the blind. They knew my name as soon as I answered.

Answered call, short pause before caller talks, loud noise in background, giving impression that originates from call center. Caller ID show "Out of Area", but has called me twice today already. Caller Identifies herself as "blank" from American federation of the Blind and calls me be by my Last name. I swiftly hung up as I have never had any communication with the caller before.

I recived a call for the last two day from 251-473-3580, they do not say anything when you say hello. I do not wish to recive anymore unwanted calls from this number.

Same here, called the number back, disconnected message. I'll try to answer it next time before it hangs up. Don't know why the heck we are even on a Do Not Call list.

Got a call from this number (showed up on caller ID) and let the answering machine pick it up. No message. I returned the call using a calling card so my own number would not show up on their caller ID and got a standard recorded message that the number had been disconnected or was no longer in service. How can someone use a disconnected number to make a call?? This isn't the first time that I've received a call from a disconnected number.
