It is United Recovery Systems and they are trying to collect a debt from you or someone who listed your number, probably a credit card.

Fist collection call in a year from my own area code. The line was live this time; no pause at the beginning.
The woman sounded like she could be a local, "Is this ____?" she asked.
"Yeah, that's me," I replied.
"Hold on, I have an important call for you.... "
"Is this ____?" the second woman asked.
"That's me."
"This is ____ from United Recovery. First we need to verify your name, address and phone number...."
"Wow this is a first," I said, "you guys are good," and hung up.

collection agency. company also has the ability to use many local as well as out of state caller i.d. numbers

almost everyday sumone calls from that number and don't say anything.
