I agree with your assessment whole-heartedly. Our Government is out for itself and has no intentions of doing the right thing for and by the people. They are absolutely useless.
On attempting to call this number back, a message came up stating that the number is no longer in service. This in itself ought to be illegal.
Suggestion: If we can get a handle on the communication carrier that services this Tel: (253) 382-9031, then perhaps we can file a complaint with them? just a thought.

Rec'd several calls from this number, but no one is on the line when I answer. BUT when you call the number back, it is NOT IN SERVICE? In fact a weird recorded message says that it is through Pacific Telecom Communications Group. How is that possible or legal? Sounds like another scam company fishing for info to steal and scam you with later. I see being on the DNC list is irrelevant. In fact, after signing up with the National Do Not Call registry, I receive unsolicited and unwanted calls on all of my phones, even the cell! I think our privacy has been sold to the highest bidder.....

Called. left no message. (go figure - they never do). The best device I ever had was this pre-recorded bee-dee-beep; you know, the tones you get when you call a number that's no longer working. When an unknown called, my answering maching picked up and let out the bee-dee-beep right off. (As soon as they hear that, your number is kicked out of their system.) I wish I could find that tone again because I'd definitely put it back on my machine!!

Receiving constant unwanted calls from " Service Dept" ( 253-382-9031) upon answer there is no response or contact available and this number is harassing at all hours without stop. Cannot return call to inquire.
Please invistiIgate if possible.

Just received a call from 253-382-9031 (Oct. 3, 2012 about 12:30 pm) - recording telling me that I was eligible for free installation of a security system (voice was identified as "Heather"). I didn't bother pressing "3" for "no more calls" as that never works (it actually increases the number of calls!). I told a "service representative" that I didn't want to get anymore calls & that I was on the "no call list." BIG MISTAKE. This guy went off on me - screaming - I hung up. Sigh. What will it take to make these companies understand that nobody wants to talk to them.

I REC'D A CALL FROM 253-382-9031 AGAIN TODAY. I CALLED THEM BACK AND THERE WAS A RECORDED MESSAGE SAYING THEY ARE A MARKETING COMPANY. IF I NO LONGER WANT TO RECEIVE CALLS TO PRESS 1. WELL I PRESSED 1 AND I HOPE THIS STOPS THE CALLS AND DOESN'T GENERATE MORE CALLS..

The biggest scam of all: DNC has a section where complaints can be filed. To file a complaint with DNC is to be sent on a fool?s errand. All the ire seems directed at the scammers. Is dysfunctional government the new normal?

Several Suggestions:
1) THIS IS VERY IMPORTANT: Do not answer any calls if the number is not familiar to you. Legitimate callers leave a messages, so don't worry about missing imp. calls.
2) And do not return any of these calls. Doing so informs these people that your number is functional. With that info, they can 1) keep calling you back, or 2) sell your number to telemarketers (who may be employing these people to make these calls in the first place).
3) Start writing down all suspicious numbers + the time and date of calls. That will show you a pattern, like different numbers coming from the same area code. You then know to avoid that area code. You'll learn, as I did, that the following area codes are all telemarketers, no matter what numbers follow: 206/253/360/971 and 425.
4) If you to REALLY want to stop these calls, there are several very good products on the market to do so. I have Phone Tray, and I love it. It's very easy to set up, and it works! Virtually 90% of the bogus calls have stopped, and the new calls, I program in, and they get zapped after only one ring. I don't remember what it cost, but it's not much. (And no, I am not a telemarketer for Phone Tray! :)

Something to keep in mind about all these continuing bothersome calls for surveys, so called charities and so called charity pickups despite asking them to remove you from their list:
Call centers have sprung up in my town that make use of the survey and the charity loophole around the do not call list; they have been a headache for law enforcement, emergency services, neighboring businesses and residential areas. When I ask any patrolling officer in town about these call centers, they are quick to state their frustrations about the criminal activity that some of these call centers have brought into the area. Several law enforcement agencies regularly visit some of these call centers looking for warrant arrests etc. I have heard from sources including from frustrated employees that work for these call centers complaining about the drug activity, vandalism of cars and neighboring businesses, break-ins and theft, drinking while on the job, smoke breaks are actually marijuana breaks, drunk driving, very dangerous driving, tons of tossed out litter of empty liquor containers, trash, food etc. I?ve even heard that the mangers are also involved in criminal activities and have even preyed on their legitimate employees who are simply trying to eek out a living on horrible wages. Also the operators are untrained in a very high turn around, poorly managed and dysfunctional work environment.
Also realize this when you call a companies? customer service line and get horrible service from the call center that?s been hired by the company. One time while on a call with our bank?s customer service, the operator was so loopy that it required ending the call and calling again to try and get someone else to help, think about that when you call a companies? customer service and the conversation gets odd, off the wall and obtuse ? you may be talking to an operator that?s drunk or on something. After 6 months of getting a different and wrong answer to our ongoing problem each time we called our bank?s call center, we gave up and closed the account.
With so little police left in our town due to cutbacks, they can?t always respond to vandalism and break-ins when it?s witnessed as they have their plate full responding to the major emergencies, this allows the criminal activity free reign, the neighborhood becomes the hood. Some insurance companies require proof of private security patrols before they will honor a claim due to vandalism or theft leaving the neighboring businesses off guard and uncovered. These businesses also have the added cost to hire private security, install security systems/monitoring, upgrade lighting etc. Then there are the dangers and headaches to the nearby businesses employees such as their cars being vandalized or broken into. Some businesses simply give in, pickup and move out of town.
One of my neighbors owns a call center and he requires that his operators are bonded, but I guess there?s no laws requiring this ? there should be. Right now in my town it seems like anybody can start up a call center and hire questionable labor for cheap without much regulation.
I my efforts the past several years to try and get something done, I am most struck by the fact that there?s no real help, everyone is more worried about being sued than dealing with the obvious problem - you are on your own....

Did not call. Caller ID says "Service Dept" Recognized the WA area code and have received many calls from this area code trying to "give" me an alarm system. Glad I didn't pick up this time either
