This phone number belongs to a public utility named CallerID4U, Inc., which is run by Paul Maduno and Luis Martinez.  They have entered into revenue sharing agreements with telemarketers who make illegal unsolicited telephone calls.  They profit directly from these outbound unsolicited telephone calls.

This appears to be a clear violation of a number of laws, including 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.

calls incessantly to my magic jack number

Keep getting calls to my work number.  It's the 'this is your captain speaking...blah blah blah' bullsh!t.

Called left no message, they should learn that if they leave a message they have a better chance of getting a call back or picking up the next time they call.

Its a common scammer, using the old "this is your captain speaking" schtick. I've been getting calls like this from various numbers for over a year. I personally like to "do" the survey and speak with the person who comes on to get your "information".

If you're not comfortable giving these losers a taste of their own medicine, just hang up and report the number if you'd like. They call from several 253 numbers, blocking may help but not for long.
