I had the exact same thing happen yesterday.  The number is a Hillsboro number but is always busy when you try to call back.  Could not find it in the phone book reverse directory.

Call is from my area code.  Did not answer, as I didn't recognize phone number.  They didn't leave a message.  Tried to call back and the phone number is always busy.
