These people keep calling my job and my apartment complex! How do I report them?

I also had a message left on my answering machine and the caller didnt identify themselve or even ask for the person they wanted. Immediately just said have 4 complainants of fraud on my desk and if you dont comply your county clerks office and sheriff dept. will have arrests warrants on you and drivers license will be suspended. If you choose not to get back with us then it is notification that you dont want to cooperate with us. And then they just hang up, called back no answer. I hope they call back so I can and will report them.

I'm getting bombarded through my work phone and cell phone from Niagara Restitution Services. I have no idea why they're calling, because they are never "live" (I tried calling back the recorded voice), never ask for me by name, or have never been clear about what it is specifically that I owe or to whom. My billing is limited and I pay timely in full. So this leads me to believe a third party has gotten a hold of my information in order to scam me. It's showing up on line as being based in NY city, but the number that keeps calling is out of Texas....?
