This is a criminal extortion scam operating out of India. They are making the calls utilizing VOIP and the names of legitimate firms to make it appear the calls are originating from within the US. There is NO "company" or "debt" and you will NOT be arrested. They are harvesting and/or buying consumers' personal identifying information from unscrupulous websites like the one you may have filled out an application with, and you need to do whatever you can to protect yourself. This includes: Notifying the FTC: https://www.ftccomplaintassistant.gov/, placing fraud alerts with all three credit bureaus, notifying your bank and employer and letting these criminals know you are aware they are attempting to extort money for a non-existent debt and have alerted the authorities.
ABC News released an investigative report on this scam a year ago:

I received a call from on september 3rd from someone claiming to be from the state department of investigations. He left a message on my voice mail, saying he was officer james williams and that he had been trying to reach me on a serious and delicate matter. That if he did not hear back from me that he could not say what would happen to me. I tried to call the number but could not get an answer. The number was 281-671-5373 .

I listened to my voicemail and this.........left the name "Officer John Abraham", but when I spoke with him, he was calling himself "Agent". Whether you know it or not, it makes a difference. I don't think its in Houston, as the "Agent/Officer" stated in the conversation earlier. The number is probably somewhere out of India. He does have an accent, although he tried hard to disquise it. Now when I call, I get nothing on the other end. I asked him for the Attorneys name for the company. He refused to tell me anything in the conversation earlier. He just don't know he has intrigued me. I've pulled out my investigation skills. I've called the Texas Attorney General's office and filed a complaint.

This person called me twice within 3 minutes this morning. I didn't recognize the number so, I didn't answer. So when I wasn't busy, I returned the call and "Agent Abraham" from State Bureau of Investigation Department in Houston, wanted me to have my attorney to call and speak to him regarding a "case pending" against me. He told me he called my job too. Being that I'm the subject of the so called "case" I questioned it. "Why, Who, Regarding, & For What?" And this person refused to answer any of my questions. He refused to talk to me about me and hung up the phone on me. Wow!!!!
