Well "Raymond", If they're a real legal firm then they'll understand a demand for a notice of validation to be sent by mail. Not e-mail or fax. They'll understand that they are required, by law, to provide there names & physical address. They will happily provide their bar numbers & will be glad to tell you which states they're licensed to practice in. Do they? I thought not!
They're FRAUDS!

  I got bored and called these guys back today several times. The first time I wanted cooking tips for curry. The second time I told him how much fun his mother and I had with curry. The third time I used prankdial.com and the dumbass had no idea it was a pre-recorded call. I will be putting this number on Reddit.

I like Robsgtr idea so I tried it myself.  While the calls are annoying it is fun to call back and invoke them.  They have no legal jurisdiction in the US. I called 8 times and was called everything in the world and he threatened to do very nasty things to me, my mother, sister and daughter.  Topics that engaged rich conversation were 1) Cooking tips with curry; 2) Advice on cooking the perfect pork chop; 3) Inviting him and his family over to draw pictures of the prophet Muhammad; 4) Offering to meet up at the courthouse and betting lunch to the winner.

Final word from him: Don't ever call me back M-F'er... haven't heard back.

Yeah, my caller was named James Brown. All with heavy Chinese accents. Had others named Joe Smith and other non-foreign names. I, too applied for some loans, but never took them out. This last call was telling me my SS# was being investigated for fraud and i better call back...said they were from the "law firm." Then wish me a blessed day! I had gotten some calls from them earlier, but with a different tone. Do these people really think we will call them back? The number they call from is not valid. They made up a phone number using my same area code to look valid. Have to give them an "A" for ingenuity!

Section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf requires 3rd-party debt collectors to give debtors written notice of debt (the key word is *shall*) :
"§ 809. Validation of debts
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing?
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;
(4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and
(5) a statement that, upon the consumer?s written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor."

A Collection Agent May Not?

Here are the top 11 actions prohibited by the The Fair Debt Collection Practices Act:

Misrepresent Him or Herself

  A debt collector may not misrepresent himself as an attorney or law enforcement officer.

Use the Telephone to Annoy or Harass

  A collection agent may not cause a telephone to ring or engage any person in telephone conversation repeatedly or continuously with an intent to annoy, abuse, or harass anyone at the called number.

Threaten Arrest or Lawsuit

  A collection agent may not threaten a consumer with arrest. It may not threaten legal action that is either not permitted or not actually contemplated. In other words, a the threat of a lawsuit may be an empty one.

Use Abusive or Threatening Language

  A debt collector may no use abusive or profane language in the course of communication related to the debt.

Publish a Bad Debt List

  Publishing the consumer?s name or address on a "bad debt" list is prohibited.

Contact By Embarrassing Media

  A debt collector may not communicate with a consumer by post card. It may not use any language or symbol, other than the debt collector?s address, on any envelope when communicating with a consumer by use of the mails or by telegram. A debt collector may use its business name if such name does not indicate it is in the debt collection business.

Contact a Consumer at Work

  A collection agent may not communicate with consumers at their place of employment after being told this is unacceptable or prohibited by the employer.

Seek Unjustifiable Amounts

  A debt collector may not demand any amounts not permitted under an applicable contract or as provided under law.

Contact a Consumer Represented by an Attorney

  A collection agent may not contact a consumer after it learns the consumer is represented by a lawyer.

Communicate With a Consumer After Receiving a Validation Request

  If a consumer sends a written §1692g response within 30 days, the collection agent may not communicate with the consumer until it mails the consumer the requested verification of original creditor's name and address.

Communicate With Third Parties

  A debt collector may not reveal or discuss the nature of a consumer?s debts with third parties other than the consumer?s spouse or attorney. A collection agent may contact neighbors or co-workers only to obtain location information. It may contact a third party again if it has reason to believe the information the party provided previously is false.

Bills.com FDCPA FAQ

Below are questions Bills.com readers ask frequently:

Can a Collection Agent Call My Cell Phone?

  Yes. However, if you tell the debt collector it may not use that number because it is a cell phone, it may not contact you again at that number.

I Keep Receiving Dozens of Calls From Collection Agents. Is That Legal?

  No. Unscrupulous collection agents will use "block parties" or "office parties" where they contact a consumer, multiple neighbors, or co-workers telling them they need to reach the consumer on an urgent matter. This is not permitted under the FDCPA.

A Collector Says I Will Be Arrested if I Do Not Pay

  This was a true statement before the US Civil War, but has not been true since. People may be arrested if an aggressive judge files a bench warrant for a person who does not appear at a hearing relating to a lawsuit regarding a debt. However, in that case, the offense is the failure to respond to a court order, and not the existence of the debt. As stated above, it is illegal under the FDCPA to threaten a consumer with arrest if the consumer does not pay the debt.

I have been receiving calls from a David Mendez threatening me with a warrant for my arrest and demanding I send him a fax with my personal information. He claims this is over an old pay day loan from Advance America which was discharged in a legal action yrs. ago.  He says he is from Houston but he has an east Indian accent and you can hear others in the background speaking the same.  This is a scam and I am probably talking to him in India.  These people are the bottom feeders of the world.  He also has threatened me with a subpoena and a lawsuit.  How ironic. He  falsely stated information, threatened me with arrest,  tried to blackmail and extort money and private information. He was over the top angry and he refused to send me verification of his proof of ID.  I was prepared to forward my attorney's fax no. to represent the facts on my behalf.  Be forewarned - you do not have to give a thief, a liar and a scammer anything!

I just got a call from a person named Mark Lanier who claims to be an attorney.  When I asked him for the state he is legally practicing in he said Houston, TX, then when I asked him for his Texas Bar Association ID number, he wanted to know "who the hell" I was to be asking these questions.  I told him I was a victim of a scam and I was going to call the Texas Bar Association and find out who he is and report him as a scammer.  He told me to "come to the courthouse".  After several phone calls back and forth, I found out that CashNetUSA is the loan company he is "representing".  Funny, I have never accepted a loan from those people. So, he is about to get reported to the Texas Bar Association, and I am going to call CashNetUSA and file a complaint with them..

I called him and told him I wad domain a law form and pretended to be a lawyer. He said "I will never Call back". I called him repeatedly wasting his time. On 8/28/2013, I received two voice messages from a David at Houston Law Firm.  The message stated that my SSN was being investigated by the US government because I took out a payday loan.  I called the number back and advised this is bogus because I have never taken out a loan.  David advised that I owed $390 dollars.  I told him this is bogus and not to call me.  I then called him back acting as an attorney and he would not give me any information regarding their website and would not let me speak with a manager.  I gave him my fax and email and have received nothing from him.  I kept calling him back to harrass him.  The last time I called acting as my own attorney. I advised that I had filed a complaint because I found no information on this law firm and the company was not legit.  He got mad and said fine, file a complaint and hung up.

Didn't realize until I tried to do a reverse look up on this number that it was a scam. Now after reading all the comments I KNOW!  The gentleman that keeps calling me is named Pedro or something like that.  I cant understand hardly anything he says.  He calls and calls leaving messages about being from the Houston Law Firm and that I'm going to jail for a long time and that I will have my bank accounts frozen.  I did try to apply for loan online and now worried about my info. I actually was stupid enough to pay a company last week  a fee so I could get the $1000 loan I was told I was approved for and they wanted more money.  They then would not talk to me when I wanted my money refunded.  They sent me to another number where someone stated they were with the IRS. They wanted more money. One more fee they kept saying and your money will be deposited.  I ended up losing $260 in all.
