This "campaign" is NOT out of Canada. you are being called via Voip from International criminals out of the reach of US Justice. Caller ID can say anything the caller wants it to be.

This is a widespread fraud campaign currently active in Canada using a series of Iristel VOIP numbers.  The objective is to obtain your credit card number and drain your account.

If you attempt to "opt out" your number will be confirmed as live and added to a suckers list for repeated future calls.

Just got a call from this number. I didn't pay attention to the phone # when I answered it as I was expecting a return caller.  Caller ID says "Ontario".  There was a moment of silence, a weird noise, then a woman's recorded voice shouting "Congratulations, you've won a $25,000 vacation package and to press 1 to claim my prize.  I didn't press 1 but stayed on the line just to see what would happen but eventually the robo-dialing system hung up on me.

Just silence left on voicemail, about 11 seconds of nothing.
