Have received multiple postcards from this company and I'm almost certain phone calls as well, though I screen my calls.
The post card has the return address AWP, 74 Southgate Blvd, New Castle, DE 19720.
It reads as others have stated: "Water Update. Unfortunately we have been unable to contact you by phone or home visit. Please contact us within the next 72 hours. Call between 9:00am-9:00pm Monday thru Friday. 9:00am-1pm Saturday. 302-544-7145. Thank you". I've read up on this company and these post cards. They do test water and sell water filtration and supply products, however they are operating sketchy advertising practices with these postcards, not indicating that they are advertisements. A few Google searches and you will find numerous past complaints with BBB and people warning to beware these postcards. Fortunately, I was aware that it was not my water company and have continued to recycle the postcards every time I receive them. As some others have said, I think they are targeting relatively new homeowners, I've lived in the home that I've been receiving the postcards for 1 year. Don't fall for these advertisements.

They're trying to sell water softeners and other water treatment supplies.  No, not necessarily a scam, but very misleading since they don't state they are NOT affiliated with your water company.  Most people will read the card and think it's from their water company.  That's what people find scammy - if you have to mislead people in order to get them to call you back - they're not a company you'd really want to do business with.  I also note lots of complaints about the misleading postcard across the Internet:

I did a little more research, the company tests water.  You can get a drinking water test from any big box store for free.  So not necessarily a scam, but not clearly sure what, if anything, they do in addition to the free water test you get get from the big box stores

The fact that people are here makes me think this is a scam.  I got the same postcard.  That is NOT the number for my water company.  I use American Water.  Their corporate HQ is in NJ, and they do not service Delaware, which is where this postcard claims to be from.  For the record, I also recently purchased my home, so I think since they see the new listing, scammers are trying to take advantage.

Why don't you call the number to your actual water department and see?  If it's legitimate, it should be from them, not some nameless entity...
