When business answered incoming call there was silence then they hung up. When calling the number back received message "not accepting phone calls at this time"

Just rang my business phone. icked it up after 3 rings, no one there. Caller ID Kessler Dwight. Looked it up and here I am.

This is a scam - and the call itself is illegal. They call using an automated dialer without an operator on the phone when the call is answered, which violated the Telephone Consumer Protection Act. Then they play a recorded message without an operator on the line to answer questions or stop the message, which also violates the TCPA. Their recording is an offer for a free government grant, but they have already violated the law and your trust with the call, it is much more likely just a phishing scam, trying to get personal information so they can either steal from you or steal your identity...
