It's the American Bar Association with a "special membership offer."  I'm sure they obtained my secretary's direct number from the local or state bar association because those are the only two places that number is made public.

They called my office, refused to leave a message, and told staff they were with "the bar association".  Since I do not have an Illinois bar license, I was suspicious, but once I found out it was the ABA, I am now assuming it was a sales pitch to join this voluntary (and kinda expensive) organization.  And why leave a voice mail when you know it will just be deleted?. . . . . .
