Rec'd a call from them today around 5:45pm on my cell phone.  They said I had signed up for some contest and won a cruise from Carnaval Cruises or (Some Other Cruise Company I can't remember).  They wanted me to press 1 to accept, which I did not. The message repeated and then disconnected.  I added them to my reject call list.

So here is the information on the company calling you and a telephone number for the owner's cellphone. Feel free to give him a call and a piece of your mind... Maximum Security Alarm / Sacramento / Andrew Higgins. Maximum Security Alarm, based out of Sacramento, California (1010 Hurley Way, Suite 525, Sacramento, CA 95825). Owned and ran by Andrew Higgins, his [removed:lang] brother David Higgins and their  [removed:lang] father Dennis Higgins. Is just one of many scams this Higgins family and their friends have been doing for a long time, at least 8 years for this company. The awful things they do on a regular basis are just way too much for me to mention and invest any additional time into. They have the most complaints for any alarm company and probably any company for that matter and they wouldn't have this many complaints, especially back to back to complaints unless it were all true. Save yourself a hassle and don't do business or interact with these people on any level. You can reach the owner Andy Higgins on his cellphone @ 916-223-6311. He will tell you that his company in no way calls people on the Do Not Call Registry. I believe that's a lie because if you google Maximum Security Alarms and look at a few of the RipOff Reports and such, you will see action has been taken against them for doing just that. The following describes a pending government action that has been formally brought by a government agency but has not yet been resolved. We are providing a summary of the government's allegations, which have not yet been proven.

On February 5, 2013, the State of Missouri filed a petition for preliminary and permanent injunctions, restitution, civil penalties and other court orders against Maximum Security Alarm. The petition alleges, in part, that Maximum Security Alarm engaged in a pattern of outbound telephone calls violating Missouri's No-Call List Laws by contacting telephone lines placed on Missouri's Telemarketing No-Call List in an attempt to solicit customers for home security systems. The petition also alleges that Maximum Security Alarm caused the telephone to ring repeatedly in an annoying, abusive or harassing manner by soliciting consumers after they had made known they did not wish to receive calls and utilized methods to circumvent caller identification services. The petitions seeks to enjoin Maximum Security Alarm from making telephone solicitations to those who have placed themselves on Missouri's No-Call List, require MSA to pay $5,000 per violation of the No-Call List Laws, pay the state for all investigative and prosecution costs, and to pay the State of Missouri an amount equal to 10 percent of the total restitution ordered against Defendant. This matter is currently pending. Caller: Maximum Security Systems Call Type: Telemarketer

Mr. Harmon, you sound legitimate, but as you know if you are an attorney, it is difficult for someone posting here to make that assessment without some sort of independent confirmation.  And there may be some things in your post that might even make another attorney a bit uncomfortable -- for example, most attorneys cannot say that they "specialize" in telemarketing issues.  A more attorney-like way of saying that (and one that seems to be encouraged by most state licensing authorities) might be to say that you "limit your practice to" telemarketing issues, or that you "practice extensively in the area of" telemarketing issues.  "Specializing" is usually reserved for areas in which there are separate licensing or certification authorities other than a standard state bar license, such as patent prosecution or (until about 1966) admiralty law.

Also, your phone number has a Connecticut area code, but searching the Connecticut lawyer license status database at http://www.jud2.ct.gov/attorneyfirminq/AttorneyFirmInquiry.aspx for "Harmon" does not find anyone with the first name "Robert."  I realize that you can live in a state other than that in which you practice, and that the 203 number may be your home phone number or just one chosen or assigned at random, not necessarily for any nefarious reason.  But it would be helpful to those trying to reach you to be able to somehow independently confirm that you actually are a lawyer in good standing with the state bar of which you are actually a member.  Since you are required to keep such records up-to-date with the courts or bars that license you, they should have a good telephone number and address for anyone interested in contacting you during normal working hours.

These are just some helpful suggestions to you to convince people here, who are so used to scammers and liars and therefore not always trusting of someone who calls themselves an attorney, that you actually are who you say you are.  I'm not accusing you of anything.  But you should, at least, understand the rather tough crowd you are talking to.

FINALLY I tracked down these jerkwads....you can reach them by dialing 925-420-1419 and hitting 1.  You will be directed to a human who will try to sell you on a "free" alarm system which you pay a monthly charge for monitoring.  The company is Maximum Security Alarms and the call center is located at 1010 Hurley Way, Suite #525, Sacramento, California  95825.  A second number for them which is their operations center and will be answered by a human (Rebecca among others) is 916-437-0900.  They are very helpful in that the telemarketers that have no regard for the law, the do not call registry or your time are the idiots in Sacramento.

If you have been relentlessly harassed by this company, feel free to give them a call.  If you plan to  be aggressive over the phone (I'm not suggesting that), I would recommend you dial *67 first so that your number is not displayed on their caller ID.  Kind of like the same crap they do to us.

Let's give them a little of their own medicine and perhaps they will finally get the message.

Righting a blog on these #?s help many people. I for one no longer answer calls from #?s I don?t know. If it?s important they will leave a message.     But more importantly reporting these calls to the ? do not call ? is a waste of time. Call the FTC at 1-877-382-4357 there you can talk to a live person and report up to 5 numbers, or go on line to ftc.gov  ( federal trade commission) and file a complaint. If we ALL do this maybe it will get some attention.

I never answer the phone because of the reasons listed above. Legitimate callers who also don't leave a message don't understand how many 100's of these types of calls I receive every month. I cannot remember the last time I answered the phone without looking at caller ID first. If it's an unfamiliar number I don't answer it.

If you really want to call back a toll free number without giving your caller ID to them, you might (repeat: MIGHT) get away with it by signing onto a Skype account and using their dial out feature.  They do not charge anything for dialing toll free numbers (they don't have to, because they probably collect a fee for sending them to the terminating carrier -- remember, the receiving party pays for the incoming toll free call).  Also, they have their own trunk lines from which their calls are placed.  Most if not all of them have Fresno, CA local telephone numbers, so if you call a toll free number in the U.S. from Skype, it probably appears to the recipient as though the call originated from one of Skype's numbers in Fresno, CA.  (Perhaps someone with a real telco toll free line can verify this observation for me, but those are the numbers I get on my own toll-free lines and it is the ANI read back to me by a telephone service provider that allows you test this sort of thing.)

It might be worth setting up a separate Skype account with a handle rather than a real name, using a disposable email address to ensure the greatest anonymity, and of course, not give Skype your real phone number or any further information about you.  You may have to read the terms of use to see whether Skype allows or prohibits users from signing up for their service this way.  However, it is still quite unlikely that any extortionist scammer will take the trouble to trace you through this level of indirection, and you won't be using the service very often for this purpose.

Just be sure NEVER to give any information to the extortionist scammer -- always ask for information from HIM.  And record your call with a tape recorder or one of those digital dictation recorders if you can, letting the scammer know that you are doing it.

EXCELLENT IDEA!

But note -- DO NOT DO THIS IF IT'S AN "800" NUMBER.  (or 866, etc)

Your caller ID cannot be blocked when calling them, even if you have a "*67" privacy option.

If you don't answer, they'll call you back 6 to 12 times over the next 2 or 3 months.

But if you DO answer, they'll call you back thousands of times for the rest of your life.   Answering the phone confirms to these ScheissMeisters that they reached a live human.   They will hound you forever, even if you tell them you are not interested, even if you tell them to take you off their call list, even if you inform them that you are registered with the US Government Do Not Call Registry.   That's probably where they got their list from in the first place!

If you complain they will just say, "Thank You, No Problem, this is just a Courtesy Call for our Existing Customers, We are trying to save you some money, but if you aren't interested in saving money, We can hang up.   Do you really want to terminate the call knowing that we can save you some money?"     blah blah blah.   Then they will call you again tomorrow.

Ok people it is payback time!

You can call back the offices of "Account Services" or "Card Services" at 941-312-2236.  If you want to have some fun with these rectal bungholes (and have some time to waste), first dial *67 so they won't know your number.  Call them and tell them you are responding to have your credit card interest rates lowered.  They will ask you a few questions and you may feel free to us the below information which is ficticious but close enough to interest them....

Credit Card is Mastercard and the bank is Citicard.  The card number is 5588 3200 1566 5863.  The expiration date of 9/2016.  The telephone number on the back of the card for Citi Business Cards is 800-732-6000.  The last four numbers of your social security number is 0309.  The zipcode for your mailing address is 62220.  If they ask, your name is Ricky R. Currier (if you're female make it Ricki).

They will take this information and ask you to hold.  They then will call the 800 number for Citi to try to verify the card and of course it will come up as invalid information.  The rep will come back on the phone and ask you to reverify the card number....change one digit.  He'll say "Oh that's what the problem was.  Please hold while I check again".

All of this will take about 10 minutes of your time.  When the b****ead comes back the second time to tell you there seems to be a problem, tell him "Oh all the information I gave you is fake.  I wanted to waste your time like you have wasted my time by calling my home/office for the past 3 years"  LOL it really upsets them and you can expect to hear some foul language.  Have fun.

Before I was spammed by this number I was called 6 times from 613-706-0563 with the exact same automated message.

Then from this number it was 7 calls over 3-4 days.

Then from 203-998-7000 7 calls in the last 2 days.

I am usually hung up on before I can even ask them to take me off of their list... I have moved on to just start spouting off random words and phrases.  I might move on to movie quotes... I'm not too sure.

Still quite annoying though!

This number called my iPhone twice in the past two days.  The past few weeks, I've had A LOT of calls from other random numbers, mostly from Illinois, Minnesota, Virginia, California, and even Alberta & Ontario, Canada.  When this started, I would ignore the calls, thinking "it's either a wrong number or a solicitor (although I'm on the Nat'l Do Not Call Register) and if its of any importance, they'll leave a voice message". Of course, they never left messages.  After a short time, I answered a few of these calls out of curiosity.  No one ever answers and if they do, its a robo-call:"Hi, this is Ann, from Account Services, with a credit card APR reduction opportunity..."  And after about another week or two, I believe I made the mistake of calling back one of these numbers out of frustration and am afraid this has only increased their frequency! UGHHHHHHHHHHHH!
