I too have been contacted by 315-506-4554.  I had originally been scammed back in June when they called stating that I had virus issues with my laptop.  I paid the bucks and they "fixed it".  I had a gut feeling that it didn't feel right but I went against said gut feeling.  I was called two months later by someone who identified that Nias Business Solutions had been scamming people and that they wanted to refund me via Western Union.  This seemed real fishy so I told them to call me back as I was "late for an appointment".  Checked things out online and it was indeed a scam.  They would've gotten another $200+ from me if I had gone thru with the Western Union transaction.  Plus, they had ID'ed themselves originally as a Microsoft partner-Microsoft does not make cold calls.  I received a call today about why I had had the original payment reversed (had contacted my credit card company to ID transaction as a scam and they credited me).  I asked for his ("Neil"-always an American name for someone with a definitive Indian accent) number in case I got disconnected.  Ended up with the 315#.

I JUST RECEIVED A PHONE CALL FROM A PERSON NAMED  NATHAN FROM WINDOWS, WHO TOLD ME I HAD A PROBLEM WITH MY COMPUTER AND TO PRESS A CERTAIN KEY WHICH BROKE MY COMPUTER.

SCAM:  What is totally amazing is that the FEDS don't seem to be doing anything about this. This is in fact a real scam and who knows where this number actually resolves. Someone has to get on it. I am making my first complaint via the FBI website, I encourage you who have recieved this call to do the same.

Just received a call from Mike, it is a scam after you let him into your computer he will need a credit card number to collect the charge for fixing it. Then they have your credit card to buy what ever they want. They also called my daughter.  August 4, 2012

I received a call from unknown about working with windows.  Eastern accent and echo background noise.  
He said he worked with "PC Defender.us" and their number was 315-506-4554.  There are a lot of negative comments about their anti virus software.  Below is from their webb site

I received call today from "Unknown" and it was a man with thick eastern accent who said he was from Microsoft and they were getting numerous alerts from my computer and that it was hackers from Afghanistan breaking into my computer and stealing information. He said to turn on my computer and to let him get access so he can see what the issue was. I could hear numerous people talking in the background, like telemarketers. I said I would need to contact my company's IT dept before I do anything and asked him to give me a number to call him back at. He said his name was "Edward Johnson", Sr Technician" and the call may go through to "Kevin Carter." The number to call is 315-506-4554. I did not attempt; I feel this was a scam using a scare technique.

Recieved a call on a Saturday from a man with a middle eastern accent saying his name was Nick Brown. He called from a private line but said he was calling from a town in New York but gave me two telephone numbers one was 201-285-5200 which is in Bayone NJ and the other number above, is from Liverpool NY which was different than the town he mentioned. When I questioned him he said he was from microsoft tech support and gave me a CLS ID number supposedly from my computer which was very long as will as an employee ID number. He said they were recieving messages that my computer was downloading malicious software. Then told me to type CMD into my computer. A command box came up.  I told him I would call him back to verify but on one number no one picked up and the other number a man with an accent picked up and there was a very big echo when he spoke. I hung up. There was no mention or greeting mentioning Microsoft either. Smells like a scam.

Got a call from Mike @ this number and said he was working for Microsoft.  Said they have seen error msgs from my computer and asked me to get on my computer as we talked to look for some files with viruses.  Said he was in California, when this number is from NY.  Told him I couldn't get on my PC at the time, and that I would call him  back....which I did not.  Called ID was "unavailable"....  pretty sure this was a scam!
