Got a call from these people.  An Indian was on the other line.  Dunno who he was with, couldn't really make it out.  He said I was to call back this number:

I was to give some kind of ID #.  I suggest not calling.

I looked the # up online and found that it's called, "LEVEL 3 COMMUNICATIONS, LLC - NY."  They're out of Syracuse or Utica, NY.

Caller ID came up like this:  0-119-2413 as the Name and 3155701143 as the #.
