I have received this call as well.  I do not think that it is a scam.  In many states your electric & gas can be purchased through any company you choose, not just the one that currently bills you every month.  Your current company will still deliver the gas/electric, but they will purchase your gas from another company if you desire - saving you money.  It may be well worth your time to listen to what the caller has to say and do your own research on the subject.  Personally, I can save around 30% by buying from an alternate supplier.

Caller ID reads "AGWAY", Lady asked to speak to the person responsible for Pepco and Washington Gas. She kept her reason for the call until I asked probing questions. (She makes it appear its a billing issue) She finally said its a company that can reduce your Electrict and Gas bill.

I declined.  Anyone know if this is a scam??
