This number calls every other day or so, this morning called & left a message at 5:40am! WTF???
The message left is hard to understand what this person is saying or the name they are looking for.

This number has called my cell phone 23 times in the last month.
Some calls as early as 6:44am
Has left a message a couple of times, can't understand the name of who they are looking for.
Have it blocked.

this number has called me numerous times, I got a new phone over a year ago and they call and sometimes have asked for another person, other times, it's completely silent when and if I get to the phone to answer, never leave a voicemail.

They have been calling my cell every other day for weeks now. They keep asking for someone I don't know. They call on Saturday's and as early as 6:15am.

While in my heart I want to unabashedly agree with Alfalfa, to the best of my understanding, the successful application of TCPA in this situation is not a 100% certainty. Judge Legrome D. Davis is in the Eastern District of Pennsylvania. Other jurisdictions could rule differently.
Personally, I completely agree that it should apply, because in my mind if the person called is not a debtor, and has informed the caller of this, then the activity of calling them no longer has the special status of collections activity. However, the law is poorly written in this regard, and excludes collectors without speaking to the issue of calls to non-debtors.
I would love to see congress fix this. If they can stick pet projects named after themselves into unrelated bills, they ought to be able to insert corrective language for this into one of them some late night as well.
If Alfalfa, or anyone else, wants to correct me with information that there has been some clarification or settlement of this issue, I will celebrate my comeuppance with cheers and cartwheels. ; ^)
Incidentally, I still agree with Alfalfa about asserting TCPA protection. That is the right thing to do, whether it would pan out in court or not.

The next time they call, inform them they are violating the TCPA and FDCPA by INTENTIONALLY harassing a non-debtor and you will take legal action against them if the calls do not stop. This consumer did against NCO Financial---and won:
Under the TCPA, a consumer has a right to file a lawsuit and recover $500 for each call that violates the TCPA. The TCPA can also be used in conjunction with the Fair Debt Collection Practices Act in some situations.
Generally, the TCPA does not apply to debt collectors making collection calls to debtors. However, if you are subjected to calls from a debt collector and you are not the debtor, you may file a lawsuit against the debt collector under the Fair Debt Collection Practices Act (FDCPA) and the TCPA.
This right was recently recognized by Judge Legrome D. Davis in a case called Watson v. NCO Group, Inc. NCO Group is a debt collector that uses automated prerecorded collection calls. In this case, Mr. Watson alleged he was getting hundreds of calls from NCO Group after he got a new phone number. Mr. Watson claimed he owed no debt to NCO Group, Inc. Mr. Watson filed suit under both the FDCPA and TCPA.
David Israel, defense lawyer for NCO, argued that the TCPA should not apply to debt collectors. Judge Davis rejected the argument made by David Israel. The judge ruled that Mr. Watson had a right to sue NCO Group Inc under the TCPA for $500 for each call. Judge Davis wrote;
[The] Court is convinced that a non-debtor's rights are in fact violated when he is subjected to repeated annoying and abusive debt collection calls that he remains powerless to stop.
Judge Davis' ruling was based upon his interpretation that collection calls to non-debtors violate the privacy rights provided by the TCPA.
So what can you do if you receive "wrong number" calls from debt collectors?
1. Sign up for the Do-Not-Call registry.
2. Save the calls captured by your voice mail or answering machine.
3. Contact a consumer lawyer.

They keep calling me and asking for a friend that I used to know in college (years and years ago). They say they are debt collectors. When I tell them that I am NOT that person, nor do I have any kind of relationship with that person, they say they'll take my number off the list. BUT, they keep calling.... I'm wondering if there's some type of legal action that I can take...

They called me at work this morning and said they were calling re: my student loan. I've never had a student loan - proud to say I paid for college outright. She said "yeah, right" and hung up.

they called wanting to speak to someone else, but would not tell me why they were calling or who they were with. i called them back to find out who they were when answered. they told me premier credit, which i do not have an account with and never have had one.

They called and I had bad reception and lost them and they didn't even call me back, so obviously they are use to getting hung up on for harrasment if they won't even call back on a dropped call. They are frauds. Said name was Kay and kept telling me I was someone I wasn't.

Got a call from them on Sat. morning. They left a psuedo silent voicemail that sounded like bees swarming. No actual message. It seems a real business would want me to be able to re-contact them. Also, I don't have any credit cards and haven't for years so, it does not make sense that a credit card company would contact me.
