After countless calls from this number I finally called Franklin Collection Service, Inc. (FCSI). It took being transferred to a few people, but I finally got a hold of someone who could tell me what is going on.
They clamed to be trying to get a hold of some other person. I told them I didn't know them, and they asked how long I had owned my phone number. In my case I have had it forever, so they said they were sorry and would remove my number.
Now let's just hope all of this worked and the calls stop.
